- Draft PWS W15QKN-18-R-0B1L 1. This is a Synopsis for Technical Support Services in Afghanistan supporting the Allied Information Technology (AIT) within Project Manager, Installation Information Infrastructure Communications and Capabilities (I3C2) under the Program Executive Office Enterprise Information Systems (PEO EIS). The Government is intending to award as a sole source direct award to a Service Disabled Veteran Owned Small Business (SDVOSB) firm (IronArch Technology LLC) as described in FAR 6.302-5(b) and 19.1406. The estimated award dollar amount is $3,888,431.01 with a performance start date no later than December 2017 in accordance with the time restraints described in the attached Performance Work Statement (PWS), dated 23 October 2017. 2. Authority for Action: 10 U.S.C. 2304 (c)(5) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-5- Authorized or Required by Statue -Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). As described in FAR 6.302-5 (a), full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source, or the agency's need is for a brand name commercial item for authorized resale. Furthermore, application of FAR 6.302-5 (b) authorizes sole source awards under the Veterans Benefit Act. Therefore, this announcement is to provide a synopsis for the Government's decision to award Technical Support Services via sole source to a Service Disabled Veteran Owned Small Business (SDVOSB) firm, IronArch Technology in accordance with Veterans Benefits Act of 2003 (15 U.S.C. 657f). In addition, in order to meet veteran owned small business goals and preferences outlined in the sole source authority in 38 U.S.C. 8127 (c), contracts awarded pursuant subsection (b), (c), or (d) to small business concerns owned and controlled by veteran's with service-connected disabilities are the prioritized preference for this award. 3. Special Requirements Include: Secret Clearance, NATO, and required necessary Afghanistan personnel, security, theater clearances and corporate licenses to preform work in Afghanistan. 4. This notice is not a request for proposals or quotes and will be publicized for fifteen (15) days.
