Description
Updated Proposal Spreadsheet The purpose of this amendment is to delete option CLIN 0002 for September 2018. Please submit proposals for December 2017 only. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912J2-18-Q-5001 is being issued as a Request for Quotation (RFQ) for the WIANG Strong Bonds Events. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91, Effective 30 September 2016 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20161021. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is not reserved for Total Small Business concerns. The North American Industrial Classification System Code is 721110 with a small business size standard of $32.5 million. This is a firm fixed price requirements type contract for non-personal services to provide all personnel, supervision and all other items and services necessary for the required lodging, meeting space, and meals per the attached Statement of Work. Include a list of amenities and any areas of interest for the families attending the conference. Areas of interest may include those at the hotel or in a nearby local location. Please submit a proposal using the attached "Proposal Spreadsheet" for both of the following line items. CLIN 0001 - Strong Bonds Event: 15-17 December 2017 OR 29-31 December 2017 (Please provide pricing for one or both events depending on availability. Only one weekend will be selected for December.) Please submit quote no later than Friday, 17 November at 4:30 pm CST. Please email any questions and quotes to Kristin.n.zahn.mil@mail.mil. 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) Requests for Quote Bids (proposals) shall be evaluated IAW FAR Part 13.106-2; price, technical and past performance. •Technical and past performance are equal to price for evaluation purposes. •Award shall be made to the vendor offering the "Best Value" to the government Hotel Capabilities (Provide hotel brochure), Quality of Rooms/Amenities ***Note: A site visit will be conducted by the Strong Bonds Coordinator and other interested parties to assess the safety, comfort, health, and cleanliness of the facility. Event location will be rated as either acceptable or an acceptable. When factors are weighted, technical capability and past performance, when combined, are slightly more important than price. *** Invoicing will be required through WAWF at https://wawf.eb.mil/ and vendors are required to be registered in SAM at https://www.sam.gov. Award can only be made to contractors registered in System For Award Management (SAM) at https://www.sam.gov. Awarded vendor must invoice through Wide Area Work Flow (WAWF), an online invoicing system https://wawf.eb.mil/ after completion of event. ****The WIANG (128ARW) is a Federal agency and tax exempt.
