Description
U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Contracts Management (OCM), Division of Job Corps Procurement, 200 Constitution Avenue NW, Room N-4643, Washington, DC 20210. Standard Form 330s are due by 3:00 PM on November 28, 2017. The North American Industry Classification System (NAICS) Code is 541310. This procurement is being conducted in accordance with the Brooks Act. THIS IS NOT A REQUEST FOR PROPOSAL - ONLY SF 330s WILL BE ACCEPTED. Job Corps is a national residential, educational and career technical training program for disadvantaged youth ages 16 through 24. The program is administered by the U.S. Department of Labor (DOL) to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps provides educational, occupational, social and workplace skills training and support services. The unique combination of services provided in the Job Corps is intended to better prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. Job Corps operates 125 centers in 50 States, the District of Columbia and Puerto Rico. Job Corps is responsible for the design management and construction management of all Job Corps facilities nationwide. This work includes services to provide architectural and engineering technical support to the Division of Facilities and Asset Management, / National Office of Job Corps. This includes support for the design reviews at the various stages for all major new Job Corps Centers and large projects, on-site construction management review of large construction projects, assistance in the further development of issues relating to the Asset Management Plan, technical assistance in the development of new engineering support and program support scopes of work, and participation in the yearly construction rehabilitation acquisition budget allocation meetings. This project involves Architect/Engineer (A&E) Design and Construction Administration/Management Support Services for the Office of the Job Corps, Division of Facilities and Asset Management. The general services to be performed will consist of the following basic work elements: 1) Site Selection and Analysis; 2) Utilization Studies; 3) Facility Surveys; 4) Presentation of the Construction Budget; 5) Job Corps Annual Construction, Rehabilitation and Acquisition Plan; 6) Design Project Management; 7) Construction Project Management; 8) Construction Contract Management; 9)Technical and Administrative Support; 10) On-Site Construction Representatives; 11) Real Estate and Asset Management Services; and 12) Information Technology Infrastructure Support; 13) Construction Estimating and Cost Control; 14) Construction Scheduling; 15) Quality Control and Assurance. It is estimated that approximately 70 full-time personnel (2,080 hours each per year) will be needed to support the basic elements of this contract. The overall effort will encompass the overview of design and construction support for the existing 125 Job Corps Centers and associated satellite offices and centers, and 2 additional centers currently in design or in construction, consisting of approximately 2,500 buildings and 6,500 acres of land, as well as any future centers to follow. A full and complete range of expertise in A&E design and construction management, as well as technical expertise for each of the aforementioned basic work elements, is required to support these facilities and centers in the continental U.S., Alaska, Hawaii and Puerto Rico. Project management and continuous interface with the Office of Job Corps is essential. The contractor will be required to perform the contracted services through assignment of an existing leased facility located in Arlington, Virginia. DOL holds the lease on such facility and will assign it to the successful contractor for the performance of this contract. The government anticipates awarding a hybrid Firm-Fixed-Price Labor Hours/Cost Reimbursable contract for a base year with four one-year option periods for a total of five years. Six hard copies (1 original and 5 copies) of the SF 330 Part I - Contract Specific Qualifications, are required for the prime offeror, to include projects related to the type and nature of work described above, for which the firm was responsible. Five hard copies (1 original and 4 copies) of SF 330 Part I also required for each of the prime's individual consulting firms or subcontractors, if applicable. One original of the SF 330 Part II must be submitted from the prime offeror. Note: The SF 330, Parts I and II, shall be submitted by the prime. Facsimile or other electronically generated copies will not be accepted. Only firms that submit the requisite SF 330s on or before the above due date will be considered for review of qualifications. Failure to submit complete SF 330 Parts I and II will render any partial submission non-responsive and will not be further considered. Evaluation criteria (factors) for consideration of qualifications are listed in descending order of importance, with the most important criterion listed first. Sub factors are of equal importance under each criterion: (1) Technical Approach: The Technical Approach section of the Firm's proposal will be evaluated based upon the following factors: (i) The extent to which the Firm's proposal demonstrates a strong understanding of the work to be accomplished. (2) Management Plan: (i) Feasible and effective management plan; (ii) Effectiveness of the proposed management structure and relationship with subcontractors; (iii) Well defined functions and management decision making authorities; (iv) Effectiveness of quality control measures; (v) Knowledge, Skills, Training, Education, and Experience of Key Personnel; (vi) Transition Plan: (a) The degree to which the transition plan demonstrates the Firm's knowledge the scope of the tasks to be accomplished; and (b) the adequacy of the proposed plan and resource allocation to complete the tasks to be accomplished. (3) Past Performance: Past performance will be evaluated based on information furnished by the attached references received and any other available sources, such as the Past Performance Information Retrieval System (PPIRS). The Government will consider Past Performance information for the Firm or entity and/or its principals proposed as the prime contractor, as well as subcontractors that will perform major or critical aspects of the requirement, when such information is relevant to this announcement. In addition, the Government will consider past performance information regarding all team members. When the Offeror is a joint venture or team at the prime level, the past performance of the team, if any, will be considered. If the Firm is a newly formed entity, the Government will evaluate the experience of the individual entity or entities that comprise the newly formed entity. If the Firm is a joint venture, LLC, team, or other similar entity, the Government will evaluate the experience of the entities comprised of the joint venture, LLC, team or other similar entity. If the team has no relevant past performance, but one or more team members do, the Contracting Officer will make a determination, at his/her discretion, based on the availability of past performance information for a team member, and the nature and extent of that team member's proposed contribution to the work of the contract, as to whether or how to evaluate past performance for the team. The evaluation will include the past performance of Firm's in complying with subcontracting plan goals for small disadvantaged business (SDB) concerns, monetary targets for SDB participation and notifications submitted under FAR part 19.1202-4(b). Names of individuals providing reference information about a Firm's past performance shall not be disclosed. In evaluating past performance, the Government will focus on information that demonstrates quality of the Firm's experience relevant to the size and complexity of the procurement under consideration. In addition, only past performance information for work performed during the past three years and at least six months in duration will be considered. In accordance with the Federal Acquisition Regulation, a Firm without a record of relevant past performance shall not be evaluated favorably or unfavorably for this category. The Firm will receive a neutral rating. DOL will schedule interviews with the firms considered the most highly qualified to perform the required work. Interviews will be included in the evaluation, in accordance with the criteria set forth above. An Evaluation Board will submit their recommendation to the Selection Authority identifying the most highly qualified firms in a Final Selection and ranking. Courtesy (non-required) debriefings may be given following notification of Final Selection. The DOL Contracting Officer will enter into negotiations with the selected firm. Firms shall include "A&E DESIGN AND CONSTRUCTION MANAGEMENT SUPPORT SERVICES, ARLINGTON, VIRGINIA" in Block No. 1 and Solicitation No. 1630DC-18-R-00006 of this FBO Notice in Block No. 3 of the SF 330 Part I - Contract-Specific Qualifications.
