- Limited Source Justification This Notice of Intent is not a request for proposal or quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. The Joint Interagency Task Force South (JIATFS) intends to issue a noncompetitive Blanket Purchase Agreement (BPA) to Whitney, Bradley & Brown, Inc. (WBB) to provide Organizational Development Services to assist with issues identified during the Manpower Analysis, including the areas of Strategy, Requirements, Workforce, Performance Management, and Process Improvement required to support the unique interagency mission. The applicable North American Industry Classification System Code is 541612. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. This notice of intent to award a sole source BPA is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency no later than the closing date and time of this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. Responses must be in writing, by e-mail to the Chief of Contracting at paula.claudio.civ@mail.mil. The e-mail shall contain the following subject line: Response to Notice of Intent Organizational Development Services BPA. Please submit all information no later than 22 November 2017, 2:00 pm Eastern Time. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL, QUOTE OR A PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME. NO TELEPHONE REQUESTS WILL BE ACCEPTED.
