This is a market survey for informational and planning purposes only. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources with floating crane leasing experience. The New London Submarine Base in Groton Connecticut is seeking qualified companies to provide floating crane services for the New London Naval Submarine Base, Groton CT. NAVFAC is looking for vendors able to lease or rent a floating crane, or mobile crane anchored on a barge. The crane must be of lattice-boom hydraulic winch type with a lattice section no shorter than 180, with minimum capacity of 65,000 lbs. at a radius of 70. The contractor must be able to provide documentation for all maintenance requirements associated with ASME, OSHA and NAVFAC P-307 Weight Handling Program Management for the life of the crane. The crane will be operated by government operators for a period not to exceed 4 months. The crane will be used for radiological lifts. Sources sought include: large business, small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business and women-owned small business concerns. The NAICS code is 238990 The Small Business Size Standard is 15 million. Interested vendors should include the following information: Company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a) or HUBZone status. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size; references and record of past performance. All responsible interested sources are encouraged to submit their capabilities in regard to the above no later than close of business Nov 16, 2017. At a minimum please fill out and submit attached Sources Sought Information Request Form. All information is to be submitted at no cost or obligation to the Government. The contract term will be a minimum of four months. Prospective bidders must register for this project on the Navy Electronic Commerce On-Line NECO web-site at http://www.neco.navy.mil to receive notification of availability of solicitation documents and to download the solicitation and any subsequent amendments. The Solicitation shall be available on or about 1 December 2017 for downloading. Proposals will be due on or about 5 January 2018. There is no Pre-Proposal Conference or Site Visit scheduled for this solicitation at this time.
