- The Missile Defense Agency (MDA) has a requirement for the continued provision of highly specialized services for engineering, development, test, integration, training, fielding, operations and sustainment support for the BMDS Overhead Persistent Infrared Architecture (BOA), Simultaneous Correlation of Unambiguous Tracks (SCOUT) suite of advanced discrimination algorithms, the Ballistic Missile Defense (BMD) Missile Defense Space Warning Tool (MDST) product, Missile Defense Space Center (MDSC), specialized modeling and simulation support, specialized ground and flight test support and key last mile integration activities for BMDS Position, Navigation and Timing architectures. MDA intends to award a sole source contract to Northrop Grumman for this effort. The proposed contract action is for the development, test, integration, fielding and sustainment support efforts identified above for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) as implemented in the Federal Acquisition Regulation 6.302-1(a)(iii). Northrop Grumman is the original source for the continued provision of these highly specialized services. Northrop Grumman possess in-depth technical knowledge of the systems to include the related technical data and computer software. It is likely that provision of these highly specialized services from any other source would result in unacceptable delays in fulfilling the agency's requirements. The sole source award will ensure continuity of these activities until such time that future acquisition strategies can be determined. The anticipated period of performance is for five (5) years after contract award. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No formal solicitation package is available.
