- ATTACHMENT 1 - PPQ LED CONVERSION KITS SOLICITATION The U.S. Coast Guard, Shore Infrastructure Logistics Center (SILC), in Norfolk, VA intends to procure Range Lantern Light Emitting Diode (LED) Conversion Kits for existing USCG 14-inch range lanterns used in navigational ranges, which consists of a pair of high-intensity searchlights at the end of a waterway that when vertically aligned delineate the centerline of the navigable channel. The Range Lantern LED Conversion Kit assembly couples with the existing flat and horizontal spread lenses installed in the USCG range lanterns. The kit does not use the existing parabolic mirror in the lantern and replaces all of the optical components with the exception of the spread lens. The 14-inch range lantern is used to house and protect the LED conversion kit and lens. FOB Destinations: Various U.S. Coast Guard Aids to Navigation (ATON) units located throughout the contiguous and non-contiguous U.S. and its territories (i.e. Guam, Puerto Rico, U.S. Virgin Islands, Northern Mariana Islands, American Samoa) Delivery Schedule: 60 calendar days After Receipt of Order (ARO) The solicitation will be issued unrestricted (full and open competition). The applicable NAICS Code is 335129, Other Lighting Equipment Manufacturing size standard is 500 employees. The intended contract vehicle will be an Indefinite-Delivery-Indefinite Quantity (IDIQ) contract with fixed-priced (with economic price adjustment) unit prices. Individual delivery orders would be issued pursuant the IDIQ contract when supplies are required. The period of performance is anticipated to be a one year Base Period and 4 One-year Option Periods (not to exceed five years, if all options periods are exercised by the Government). The performance period of the contract is anticipated to start on or about December 15, 2017. IMPORTANT: The solicitation will be available on or about November 13, 2017 and is anticipated to close on December 5, 2017. The solicitation will incorporate commercial clauses and provisions in accordance with Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items, and 13.5, Test Program for Certain Commercial Items (DHS Class Deviation for FAR Subpart 13.5 Test Program for Certain Commercial Items). Interested parties are hereby notified that this solicitation will be available exclusively on the FedBizOpps website at www.fbo.gov. The solicitation (SF-1449), all attachments and all amendments will be published for viewing and printing from the FedBizOpps website. Interested parties are responsible for monitoring the FedBizOpps website for the solicitation and any amendments to the solicitation.
