Description
The U.S. Department of Housing and Urban Development (HUD) intends to negotiate and award a sole source task order to Kearney & Company, 1701 Duke Street, Suite 500, Alexandria VA 22314-3492, under the authority of the Multiple Award Schedule Program, the statutory authorities for which are Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies. to provide support to the SF Claims Branch (Task I) and the SF Acquired Assets Branch (Task II) in the SF Post Insurance Division. The following support services are required for Task I: provide document control, distribute and deliver batched of FHA claims; process suspended FHA claims; and prepare and process requests for manual and held payments. Support services for Task II consist of marketing activities of the SF Property Disposition. The Federal Housing Administration (FHA) provides insurance for private lenders against loss on financing single family homes. Single Family is the component of FHA that insures mortgages on dwellings for one to four families. When a homeowner defaults on a single-family FHA insured mortgage, the mortgagee presents a claim for insurance benefits to SF Post Insurance Division (PID), SF Claims Branch (SFCB). Lenders submit Form HUD-27011, Application for SF Insurance Benefits (parts A-E) for this purpose. The claims are submitted primarily via electronic data interchange, but some lenders choose to submit paper originals. Claim payments are made through the U.S. Department of the Treasury (Treasury). The SF Claims Branch has two (2) Sections: The Financial Operations and Control Section (FOC), and the Review and Compliance Section (RCS). FOC is responsible for selected accounting activities, such as: processing manual payment requests, collections, administrative offsets, disbursements, and reissued payments; updating the accounts receivable; receiving, reviewing, routing and delivering mail (correspondence and claims) for the Branch; and maintaining files of claim source document forms. RCS is responsible for reviewing and processing supplemental and suspended claims (claims that fail A43C system edits). RCS is also a resource for technical guidance and direction on the proper submission of claims Additional requirements imposed on lenders providing FHA insured mortgages (such as the requirement to employ loss mitigation tools designed to help mortgagors retain ownership of their homes) result in an additional workload related to loss mitigation claims. The Branch receives numerous telephone and written inquiries from clients, i.e., mortgagees, HUD Field Office and Home Ownership Center (HOC) representatives, Headquarters staff, and servicing agents. Delays in processing claims and responding to inquiries due to high volume can cause the Department to incur greater costs because of extended time frames for calculation of interest. These delays result in higher claim payments and a decrease in customer satisfaction as to the timeliness of services provided to them. Increasing volumes of claims and monitoring activities directly impact on the Branch's capability to process claims in a timely manner. Document Control, Distribution, and Delivery; Processing of Single Family Mortgage Insurance Claims; Manual and Held Payments. Task II - Single Family Acquired Asset Management System (Sam's) Servicing Sam's Is a Hud Operated Management And Accounting System In a HUD controlled automated processing environment. The system maintains approximately 60,000 profiles of payees who perform services required to hold, market, and sell HUD's single-family property inventory. Profiles of approximately 9,000 local taxing authorities and information for approximately 100 lessees/leases are also maintained in the system. Approximately 1,000 global file maintenance activities are processed per month. The system disburses approximately $250 million annually via check and Electronic Funds Transfer (EFT) for services, expenses, and property taxes for these properties. A. Global File Maintenance: Customer Service Help Desk; Collections; IRS Bulk TIN Matching. The period of performance is for a 9-month base period plus 3-month option periods. The NAICS code is 541219 and the size standard is 20.50. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Brenda Lee at the email address below by 12:00 PM Eastern Standard Time on November 20, 2015 Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, HUD will proceed with the sole source award to Kearney& Company. The anticipated award date of this requirement is around November 22, 2017.
