Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside these requirements for small business concerns including firms certified as HUBZone, 8(a), Economically Disadvantaged Woman-Owned Small Business, or Service-Disabled Veteran-Owned Small Business. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Architect-Engineer Small Business concerns located within Virginia, North Carolina, and South Carolina with current relevant qualifications, experience, personnel, and capabilities to perform the following requirements at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and the surrounding facilities. However, work may be performed with the NAVFAC Mid-Atlantic Area of Responsibility (AOR), which includes all of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Virginia, West Virginia, North Carolina, South Carolina, and Georgia. Design of new construction and repairs to existing civil construction works, and site work surveying and design. Examples of projects include paved and unpaved roadway; railroad; parking lots; sidewalks; jogging trails; pedestrian, vehicular, and railroad bridges; military training and maneuver ranges; wastewater and water conveyance systems; utilities and geotechnical evaluations; erosion and sedimentation control measures; topographic and boundary surveys; storm water drainage and collection systems; landfills and other solid waste collection, treatment, storage, and disposal facilities. The Procurement Method will be in accordance 40 USC Chapter 11, Selection of Architects and Engineers. The North American Classification System (NAICS) Code for Engineering design procurement is 541330, and the annual size standard is $15,000,000. Offerors can view and/or download the solicitations, and any attachments, at https://www.neco.navy.mil/ when they become available. All capable Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether Small Business Set-Asides are an acceptable strategy for these procurements. The proposed requirements listed here are being considered for 100% set-asides for Small Business concerns. Interested Small Business concerns should, as early as possible but no later than close of business on 22 November 2017, indicate interest in one or more of the above requirements by providing the contracting office a capability statement and a positive statement of eligibility as a Small Business concern. The capability statement shall include the following: Specify and describe the ability to meet one or more of the requirements outlined in this notice DUNS number CAGE code Small Business classification for NAICS 541330 Notification of interest must be submitted in writing via e-mail; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business, 22 November 2017.
