- Solicitation Number: W91278-17-R-0001 FSC: 6115 Motor and Generator Manufacturing REPAIRS AND/OR REPLACEMENT OF DETERIORATED AND/OR FAILED GENERATOR COMPONENTS AT HYDROELECTRIC FACILITIES FOR U.S. ARMY CORPS OF ENGINEERS (USACE) LOCATIONS WITHIN THE SOUTH ATLANTIC DIVISION (SAD) Other Than Full & Open Competition NACIS: 335312 Motor and Generator Manufacturing The solicitation package will be available for download on or about 27 Nov 2017. The Government intends to solicit and negotiate with only three sources, National Electric Coil, Inc. (NEC), 800 King Ave, Columbus, OH, 43212, Alstom Renewable US, 8000 E. Maplewood Ave., Suite 105, Greenwood Village, CO 80111, and Andritz Hydro Corp., 10735 David Taylor Dr., Suite 500, Charlotte, NC 28262, under authority of FAR 6.302-1. USACE, South Atlantic Division (SAD) has a requirement for the repairs and/or replacement of deteriorated and/or failed generator components at hydroelectric facilities for USACE locations within SAD. As the original equipment manufacturer, these three Original Equipment Manufacturers (OEM) possesses all the proprietary design drawings, data, and information related to the generator components at the hydroelectric facilities. Furthermore, the OEMs have in-depth knowledge, experience, and expertise of how each component functions within the overall system, how the components are installed, and how to best repair a failed component without jeopardizing the integrity of the generator. This experience provides them with inherent knowledge which will allow for a more cost effective and expeditious repair of the failed generator components. Therefore, these OEMs are the only sources reasonably available having experience with the generator components for the hydroelectric facilities within the SAD area of responsibility. It is anticipated that a Firm-Fixed Price (FFP), Indefinite Delivery Requirements (ID-IR) Contract will be awarded. The NAICS code is 335312, and the size standard is 1,250 employees. The solicitation will only be issued as a direct download at the following website: https://www.fbo.gov. All offerors must be registered in FBO before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Therefore, it is the offeror's responsibility to check the website for solicitation posting and any changes to this solicitation.
