- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SP133018RP0013, Spectrum Reallocation IDIQ. The solicitation is issued as a Request For Proposal (RFP), using the procedures in FAR Part 12 and Part 15. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (effective 19 January 2017). This acquisition is a total small business set-aside and the associated NAICS code is 541330 and the small business size standard is $15 million. Description of requirements for the services to be acquired are provided in the statement of work. Place of Delivery and Acceptance will be specified in individual task orders. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items is used and the specific evaluation criteria to be included per paragraph (a) of that provision are described fully and listed as follows. Technical and Management Approach, Proposed Performance Work Statement & Quality Control Plan, Past Performance, and Price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause that are applicable to the acquisition are included in the attached Clauses and Provisions document. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable. The date, time and place offers are due. Offers are due on December 13, 2017 by 4:00 PM (Eastern) via email to Contracting Officer Matthew Robertson at matthew.robertson@noaa.gov.
