Description
SINGLE SOURCE DETERMINATION, DRAWINGS / SPECIFICATIONS / REFERENCE NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations - NOAA Ship Thomas Jefferson has a need for new modular motor operated multi louvered dampers. These parts will be provided by Spiral Metals 4145 North Flannery Road, Baton Rouge, LA 70814. The Equipment Manufacturer for the existing modular motor operated multi louvered dampers is Spiral Metals. All characteristics for the dampers shall meet the NOAA Ship Thomas Jefferson Conceptual Modular Louvered Damper Drawing as a guide. The new parts should be a direct replacement of the existing parts so that no modifications are required for replacing, mounting, or installation of parts within the Engine Room. Spiral Metals has been the only source found through market research which could provide these parts. The requirement includes the following: • Framing, louvers, rods, supports, wire mess, fasteners - all T-304 stainless steel (SS) construction o Frames - 11 Ga. o Blades - 14 Ga., horizontal, parallel operation o wire mesh Screen - ½" X ½" X 14 Ga. Bolted to Frame with SS Fasteners • Bushings - oil impregnated bronze • Linkage - T-304 SS • Combustion Air Intake - two module construction, each module ˜47"Wx33"Hx6"D • Ventilation Intake - two module construction, ˜48"Wx61"Hx6"D • Actuator Motor - Spring loaded closed with no power, 120 volts, 60 hertz contained within stainless steel watertight enclosure mounted outboard on the frame when modules are bolted together, One motor per module • 1 ea: Item 18 (Combustion Air Intake) of dwg 512-6634850 Model Number - MLD-100 Damper Overall Outside Dimensions - 102" Wide X 36" High X 6" Deep Overall Inside Dimensions - 99" Wide X 33" High X 6" Deep Actuator Motor - Belimo AFBUP-S Actuator (Two (2) per unit) Fabricate In Two (2) Modules, Width Wise, Bolt Together with SS Fasteners To Form One Unit Damper modules to be set up to operate independent of each other • 1 ea: Item 19 (Ventilation Intake) of dwg 512-6634850 Model Number - MLD-100 Damper Overall Outside Dimensions - 100" Wide X 64" High X 6" Deep Overall Inside Dimensions - 97" Wide X 61" High X 6" Deep Actuator Motor -Belimo AFBUP-S Actuator (Two (2) per unit) Fabricate In Two (2) Modules, Width Wise, Bolt Together with SS Fasteners To Form One Unit Damper modules to be set up to operate independent of each other The Government is not aware of any other vendors that can provide this specialized manufacture parts while also meeting all of the requirements listed above. The intended procurement is for parts for the Engine Room ventilation onboard the NOAA Ship Thomas Jefferson. The Government intends to acquire these parts under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Spiral Metals under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 332322, Sheet Metal Work Manufacturing with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on November 16, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required parts and services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Christopher Baker at Christopher.baker@noaa.gov by 5:00 PM EST on November 16, 2017.
