- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole-source basis, to Teledyne Technologies, Inc., El Segundo, CA (CAGE: 98571) for the manufacture of the following Peculiar Support Equipment (PSE) component provided in the table below: NSN PART NUMBER NOMENCLATURE MIN QTY MAX QTY 3460-01-505-8197 2229738-7 Digital Flight Data Acquisition Unit Tester 3 17 The Digital Flight Data Acquisition Unit Tester (DFDAU) is a hand held/hand carried piece of test equipment used for testing the Teledyne Digital Flight Data Acquisition Unit onboard the P-8 aircraft, at the Organizational Level. This procurement will provide requirements to support initial outfitting for P-8A aircraft maintenance support for the United States Navy, Royal Australian Air Force - RAAF, Partner Countries and Foreign Military Sales (FMS) customers. The DFDAU was designed and manufactured by Teledyne Technologies, Inc. at their own expense and tested to meet specifications for maintenance of the 737 and P-8A aircraft. Teledyne owns all proprietary rights to the engineering data and detailed product drawings. Teledyne is the only manufacturer with the unique technical expertise to supply this item. An adequate purchase description or other information suitable to solicit through full and open competition has not been developed. Teledyne is the only source that is capable of providing the above items to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
