Sources Sought Notice Department of Veterans Affairs Request for Information No. 3625618Q9030 Notice of Intent to Lease Approximately 4,000 Net Usable Square Feet (NUSF) of Space in Little Rock, AR Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address: Bennetta Hamilton, Contracting Officer (CO), United States Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16), 1515 Poydras Street, Suite 1100, New Orleans, LA 70112 Description: The Department of Veterans Affairs Central Arkansas Healthcare System (CAVHS) Is seeking to lease approximately 4,000 net usable square feet (approximately 5,000 rentable square feet) of space for use as a Vet Center. Space Requirements: Space in an existing building must be located on no more than one (1) contiguous floor; and all space must be contiguous. First (1st) floor space is preferred; however, if space offered is not on the first floor, a minimum of one passenger elevator must be provided. Net usable square feet does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Building shall have access to public transportation, and be located near urban/developed areas, commercial establishments, eating facilities, etc. Parking Requirements On-site non-reserved parking for up to thirty-five (35) vehicles is preferred. All parking must meet local code requirements pro-rata share of parking allotted to the building for the duration of the lease term. Offered spaces shall be sized in accordance with the design standards described in the VA Design Guide and VA Barrier Free Design. The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Lease Term: VA seeks a lease term of up to ten (10) years. VA reserves the right to request other lease term options. Delineated Area: To receive consideration, submitted properties must be located within or fronting the following delineated area: Beginning at the intersection of E. 4th Street and N. Main Street (N. Little Rock) proceed south over the Main Street Bridge to E. 4th Street. Proceed west on E. 4th Street to Main Street. Turn left onto Main Street and proceed south to I-630. Travel west on I-630 to S. Rodney Parnham Road. Travel southeast on S. Rodney Parnham Road to Kanis Road. Turn right onto Kanis Road and proceed west to I-430. Travel south on I-430 to S. Shackleford Road. Proceed south on S. Shakleford Road to W. 36th Street. Turn right onto W. 36th Street and proceed west to Bowman Road. Turn right onto Bownman Road and travel north to W. Markham Street. Turn right onto W. Markham Street and proceed east (W. Markham Street changes to Boone Street; Boone Street changes to W. 3rd Street) to US 70B. Turn left onto US 70B and travel north to W. 4th Street. Turn right onto W. 4th Street to N. Main Street (N. Little Rock). (Note: Properties immediately adjacent to the delineated area will be considered) The following map is provided for further clarification of the boundaries of the delineated area. Submission Requirements: Please provide as much as possible of the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA s assessment of your building will be solely dependent on the information you provide. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: Name of Owner. Address or locational description of the building. Age of building. Total existing gross square feet. Site plan depicting the building and parking. Floor plan of the proposed space. Identification of on-site parking for VA s use. A map demonstrating the building is within the delineated area. Description of ingress/egress to the building. FEMA map evidencing that the building lies outside the 100-year floodplain. A narrative and map describing proximity of the building to the nearest bus and/or train stop and major transportation routes. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to VA for development. Any information related to title issues, easements and restrictions on the use of the building. A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. Additional Requirements: The following space configurations will not be considered:   Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space cannot be in the FEMA 100-year flood plain. Offered space must be zoned for VA s intended use. Space is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. Offered space will not be considered if located in close proximity to property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. Hours of operation: 8:00 am to 7:00 pm Monday through Thursday, 8:00 am to 4:30 pm Friday, and every 3rd Saturday of the month 8:00 am to 4:30 pm; but accessible for VA use 24 hours per day, 7 days per week. Offered space must be located in close proximity to amenities including but not limited to restaurants, hotels, pharmacy, and shopping. It is preferred that the offered space be located in close proximity to a hospital or stand-alone emergency room center and a fire department. It is preferred that the offered space be located in close proximity to public transportation. Offered space must be easily accessible to multiple highways which provide multiple routes of travel. If offered space is above the first (1st) floor it is preferred that the building have a loading dock and freight elevator. Structured parking under the space is not permissible. Offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards per the terms of the solicitation for offers or request for proposals. A fully serviced lease is required. Space must be available for occupancy no later than October 1, 2018. Responses to this notice will assist NCO 16 in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. VA makes monthly lease rental payments in arrears upon space acceptance and may elect to make a single lump-sum payment or amortize over the course of the firm term for specified tenant improvements. VA makes no progress payments during the design or construction/build-out phases of the project. This is not a request for proposals, only a request for information for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued. This notice is being published in accordance with Federal Acquisition Regulation 19.14 and VA Acquisition Regulation 819.70. Project Requirements: The CO seeks information from Potential Offerors who are capable of successfully performing a lease contract for a term of up to 10 years, as well as all maintenance and operation requirements for the duration of the lease term.
