Description
Agency/Office: U.S. Army Corps of Engineers Location: Camp Arifjan, Kuwait Title: Unaccompanied Officer's Quarters, construction improvements for the Kuwait Ministry of Defense (KMOD) in support of the Area Support Group (ASG) mission Description: Design-Bid-Build construction of Unaccompanied Officer's Quarters, Camp Arifjan, Kuwait Project Scope: This announcement is for the purpose of soliciting contractors interested in submitting a proposal for the construction of three (3) dormitory buildings. Each building will be three (3) stories and will house seventy-five (75) unaccompanied field grade officers. The three (3) barracks will house a total of two hundred and twenty five (225) personnel. Each building includes thirty eight (38) bedroom suites. Each suite has two (2) private sleeping rooms with a shared bathroom and kitchenette. Bedrooms will be wired to include Internet and cable television. Supporting facilities and infrastructure include electric, water and sewage distribution systems. Supporting facilities also include mechanical systems, communication information systems, fire distribution and fire suppression systems, roads, storm drainage and parking as indicated on the contract drawings. Dormitories will be constructed using Cast-In-Place concrete frames with Concrete Masonry infill walls. The project will be delivered using a design-bid-build approach. Design documents including plans and specifications are provided herein. The project will also include a bid option to construct one (1) additional three (3) story Officer Quarters Barracks. If awarded, the total build out would consist of four (4) Officer Quarters Barracks which will house a total of three hundred (300) personnel. The former solicitation number for this project was W912ER-17-R-0026, however, due to the change in fiscal years, this requirement is being re-solicited under solicitation number W912ER-18-R-0009. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website ( https://www.fbo.gov/ ) on or about November 29, 2017. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm-Fixed-Price (FFP). The estimated magnitude of this project is between $10,000,000 and $25,000,000 with a period of performance of 730 calendar days from issuance of the notice-to-proceed. Bid Guaranty and Bonds: All offerors must submit a bid guarantee. Performance and Payment Bonds are required after award of the contract. The Contractor must be licensed and sponsored to conduct business in Kuwait. Contractors will not be reimbursed for any costs incurred in submitting a proposal. The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. The solicitation will be a Request for Proposal (RFP). The Best Value Tradeoff source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single FFP contract. The successful offeror will have demonstrated experience in constructing dormitory facilities. Funds are not currently available for this project which represents a validated requirement for which funds are being programmed. No award will be made under this solicitation until funds are made available to USACE. Once funds are available, the contract will be funded through USARCENT under the Kuwaiti Burden Sharing program 2350J funds. Please note that this type of funding does not represent a congressionally appropriated fund, such as MILCON. The Government reserves the right to cancel this solicitation either before or after the closing date, and there shall be no legal liability on the part of the Government, to include liability for Contractor's proposal costs. The solicitation documents will be posted at the Federal Business Opportunities website for this announcement. The tentative date for receipt of proposals is December 29, 2018.
