NOTE: THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP). THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE DOES NOT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATIONAL PURPOSES ONLY. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to construct critical infrastructure near flightline area situated near a base outside Amman, Jordan. A materials access road network and on-site batch plant are envisioned. The location will remain operational during the construction effort. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $10,000,000 and $25,000,000 with an anticipated period of performance of 550 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM), has a requirement from the United States Air Force for the construction of critical infrastructure near flightline area on a base outsde Amman, Jordan. The infrastructure will have associated electrical, combined domestic/fire water system, pump houses, wells/water storage, and sewer utilities along with communication, entry control points, and road infrastructure. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the construction repair effort contained in the scope of work. The scope of work for this project includes two types of work. One component is to construct utilities and infrastructure that have been fully designed (Design-Bid-Build). The other component consists of the site improvements and infrastructure necessary to site adapt those fully-designed facilities. The technical requirements for the portion of work to be designed and constructed by the contractor along with further description of Site Adapt work will be fully detailed in the forthcoming Solicitation. The contractor will be responsible to perform the necessary designs to adapt them to the specific sites. The Period of Performance for this phase will be 550 calendar days. This Sources Sought IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government, as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Upon receipt of your email, your company will be added to the Bidder's List. It is anticipated that the RFP for this project will be released on or about 21 December 2017. 3. PROPOSAL PROCEDURES: The Government is considering the use of Request for Proposal (RFP) (FAR Part 15) procedures for this project. The Best Value Trade-Off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 237310 (Highway, Street, and Bridge Construction) either singly or as part of an assembled team. a. Provide your experience as a Prime Contractor completing construction of projects valued at least __________$ Million in size. Provide a list of projects completed by your company and demonstrate your recent experience and ability to perform similar and size projects in Jordan by using the attached Capability Statement format. b. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR clause 52.228-15. Submission of Capability Statements should be sent via email to tyson.g.ornelas@usace.army.mil using the following naming convention: Company Name-Capability Statement- W912ER-18-R-0004. The submission should address all questions in the attached capability statement and your ability to perform the work stated in the project information section of this notice. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
