Description
Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b)(1)(i), due to only one source being available to meet the Government's needs, to Inventrix Inc. 3426 Toringdon Way Ste 107 Charlotte, NC, 28277-4340 The following items are needed: 01. Labtrac Enterprise-Unlimited Licenses-Qty:1 02. Labtrac Touchscreen-Unlimited Licenses-Qty:1 03. Labtrac Productivity Suite-Unlimited Licenses-Qty:1 04. Implementation and Training-Days-Qty: 15 05. Labtrac Connect Online Portal-Qty:1 06. Annual Support/Maintenance-1 Year Option The laboratory management software system must be able to provide the following: • Dynamic scheduling and production control • Digital Dashboard Depicting department status, shipment updates • Case Tracking • Schedule and Pre allocate work based on DR preferences • Store DR Feedback within case information • Record conversation with Doctor within case notes • Technician time and Attendance record keeping • Technician skills and target productivity and ability to allocate work • Technician actual productivity and time per procedure • Dynamic Scheduling based on "unit of time" allocated to procedure • Time assessments for all procedures in the laboratory • Technician performance monitoring based on the "Units of time" allocated to them each day • Full "external" remake history by clinician, reason and product • Full "internal" redo history, by technician and by reason • Ability to store training videos against each procedure step in the laboratory • Past and future schedules available for instant inquiry • Ability to store digital documents against the case, doctor, technician, product and inventory • Rescheduling capabilities at any time • Ability to store feedback responses from clinician related to their cases • Quality control for tracking internal remakes by case, redo cause and or technician Laboratory Machine maintenance and calibration records • Internal emails based on trigger and case warnings • HTML emails sent.to doctors with daily Activity and quarterly summary • Internal email sent when a case starts to run behind schedule or on hold for X number of days • Built in laboratory diary for all planned absences from the laboratory to allow for accurate scheduling of work. • Has an API available to develop integrations with third party systems This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 7 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 07:00 AM Local Time, November 17, 2017. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: uyen.t.tran6.civ@mail.mil. The email subject line shall state, "Naval Medical Center San Diego, Intent to Award Sole Source to Inventrix Inc."
