- SOURCES SOUGHT ANNOUNCEMENT For Target Detecting Device MK 71 MOD 1, Adapter, Target Detecting Device MK 157 MOD 0 & Adapter, Target Detecting Device MK 163 MOD 0 Reference: N61331-18-SN-Q01 THIS IS NOT A REQUEST FOR PROPOSALS The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is seeking interest through a sources sought announcement for the Quickstrike Program. The draft Statement of Work (SOW) defines the requirements to fabricate, assemble, inspect, integrate, test, and deliver Targeting Detecting Device (TDD) MK 71 MOD 1, TDD Adapter MK 157 MOD 0, and Adapter, Ring, TDD MK 163 MOD 0. NSWC PCD is soliciting capability statements from potential sources to provide Program Management support, First Article units, Production, Quality Assurance, Configuration Management Control and Engineering Services for the Quickstrike Program in accordance with the draft SOW. This contract will be limited to DOMESTICALLY OWNED companies with a Secret Clearance. A Firm-Fixed Price (FFP) contract is anticipated with a base period of twelve (12) months with four (4) option periods of twelve months each. The place of performance will be at the Naval Surface Warfare Center Panama City Division (NSWC PCD), FL 32407. The NAICS code is 332999, all other miscellaneous fabricated metal product manufacturing. To receive a copy of the DRAFT SOW, interested parties must be registered within the Joint Certification Program (JCP), System for Award Management (SAM), and be a domestically owned entity. No classified information is contained with the DRAFT SOW, nor will be sent alongside the DRAFT SOW. Responses shall NOT contain classified information. Responses must include the following: (1) Describe capability of performance as related to DRAFT Statement of Work (SOW); (2) Provide name and address of firm; (3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS Number if available; (5) Include number of years in business; and (6) Provide two points of contact including: name, title, phone, fax, and e-mail address. (7) Provide evidence of a Secret clearance. (8) If partnering with another company, describe capability of performance of partner company or business attributes desired to ensure the partner company is capable of performance. There is no specific format or outline submittals that one must follow. Summaries should be no longer than 15 pages in length.
