- USAFA CE BMS Solicitation Status Update - 15 Nov 17 1. This letter is to update offerors FOR INFORMATIONAL PURPOSES ONLY regarding solicitation No. FA7000-17-R-0012, pertaining to the United States Air Force Academy (USAFA) Civil Engineering (CE) Base Maintenance Support (BMS) requirement. Additional changes to the solicitation are anticipated as follows: a. The Draft Request for Proposal (RFP) was posted on 18 September 2017. Since then, a memorandum has been released from Air Force Installation and Mission Support Center (AFIMSC) regarding Facility Sustainment Levels for Base Maintenance Contract/Base Operations Support (BMC/BOS) Locations which changed the Air Force Common Output Level Standards (AFCOLS). b. The intent of the Facility Sustainment AFCOLS is to keep "good facilities good" by providing "day-to-day" maintenance along with life-cycle repairs for buildings and infrastructure. For BMC/BOS contracts, this will be done by completing 75% of scheduled high/med sustainment work and 60% of scheduled low sustainment work within 30 days. The remaining 25% of scheduled high/med sustainment and the remaining 40% of low sustainment work tasks will be completed in 180 days. This is a deviation from the current Performance Requirement Summary (PRS) items 67, 68, and 69. c. USAFA is currently pursuing a waiver to the AFCOLS requirement. However, until such waiver is approved, USAFA's level of service requirement is undetermined. As such, the solicitation will require offerors to propose to two different standards represented by two separate CLINs. CLIN X006 (Direct Scheduled Work - AFCOLS) will require the offeror to propose at the AFCOLS level of service, which will be reflected in the new PRS items. CLIN X007 (Direct Scheduled Work - USAFA) will require the offeror to propose at the level of service specified in the Performance Work Statement (PWS) rev 3 dated 18 September 2017, as well as the existing PRS items. Offerors will be required to provide pricing for both CLINs. Both CLINs will be evaluated for the Total Evaluated Price (TEP). d. In Technical Volume, Subfactor 2, offerors will be requried to submit two staffing plans to reflect each level of service. 2. DO NOT SUBMIT comments at this time. Comments will be requested upon release of the Final RFP. 10 CONS expects to release the Final RFP later this year. The Final RFP will be posted to www.fbo.gov. 3. This notice does not constitute a request for proposal and should not be construed as a commitment by the Government for any purpose. 4.
