Description
SOURCES SOUGHT NOTICE The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for fabrication, testing, and delivery of a High Integrity Container (HIC) in support of PSNS&IMF located in Bremerton, WA. The primary North American Industry Classification System (NAICS) code for this procurement is 332439 and the Small Business size standard is 500. It is anticipated that the Request for Quote (RFQ) will be posted on 1DEC2017. The resulting contract is anticipated to be a Firm-Fixed Price contract type. Disclaimer: This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR QUOTE nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. REQUIREMENT INFORMATION: The HIC will be used in conjunction with the government-owned Allied Technology Group (ATG) 14-210H Type A cask for support of government work, and shall be fabricated in accordance with the specifications provided in the Statement of Work (SOW - to be provided with the solicitation). SCOPE. The contractor shall provide fabrication, testing, and delivery of a HIC in support of PSNS&IMF located in Bremerton, WA in full compliance with the SOW. SPECIAL REQUIREMENTS. Fabrication, testing, and delivery shall conform to the following publications: •· A-A-59326D: Commercial Item Description - Coupling Halves, Quick-Disconnect, Cam-Locking Type, General Specification For; Revision D •· WN-I019-2: State of Washington Radioactive Materials License; Amendment 40 •· RR-W-410H: Federal Specification - Wire Rope and Strand; Revision H •· RR-C-271G: Federal Specification - Chains and Attachments, Welded and Weldless; Revision G •· ANSI N14.6-1993: Radioactive Materials - Special Lifting Devices for Shipping Containers Weighing 10,000 Pounds (4,500 kg) or More; 1993 Edition •· ASTM E208-06: Standard Test Method for Conducting Drop-Weight Test to Determine Nil-Ductility Transition Temperature of Ferritic Steels; Revision 06 •· ASTM A370-17: Standard Test Methods and Definitions for Mechanical Testing of Steel Products; Revision 17 •· NAVSEA-T9074-AS-GIB-010/271: Requirements for Nondestructive Testing Methods; 1997 Edition •· MIL-STD-2035A: Department of Defense Test Method - Nondestructive Testing Acceptance Criteria; Revision A NOTE: FULL SPECIFICATIONS AND DETAILS WILL BE PROVIDED IN THE RFQ SUBMISSION REQUIREMENTS: Interested firms should submit capability statement describing relevant demonstrated experience and qualifications to Ms. Carolyn George via Email Carolyn.George@navy.mil.
