- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Control Factors - Portland, Inc. (CFPI), PO Box 507, Gresham, OR 97030. The purpose of this acquisition is to replace parts to the existing cooling water strainers which is no longer functioning correctly. The original equipment manufacturer (ZURN) has been bought out by Eaton. CFPI is an authorized distributor approved by Eaton to provide the parts. Parts to be purchased are: Qty 2 - Eaton Model 570 Duplex Strainer Cast Iron 12" Flanged with Cover Lift Davit Assembly; Qty 1 - Replacement baskets set 316 Stainless Steel, 1/8" Perforation for Eaton Model 570 Duplex Strainer; and Qty 3 - Eaton Model 570 Duplex Strainer replacement gaskets (non-Asbestos) cover. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333999. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative responses are received by 12:00 PM Pacific Time on November 30, 2017 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
