Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-96. FORMS AND ATTACHMENTS ARE NOT POSTED IN FEDBIZOPPS - INTERESTED OFFERORS MUST USE THE FEDCONNECT LINK TO ACCESS THE COMPLETE SOLICITATION. This solicitation is set-side for small businesses. One firm-fixed-price contract will be awarded. No telephone requests will be accepted. Only written requests received directly from the offeror are acceptable. The associated North American Industry Classification System (NAICS) code is 488190, with a small business size standard of $32,500,000. IF OFFEROR IS A GSA SCHEDULE HOLDER, ALL INFORMATION REQUESTED IN THIS NOTICE MUST BE PROVIDED, NOT JUST THE OFFEROR ¿S SCHEDULE NUMBER. DESCRIPTION OF REQUIREMENT: 1.Offeror must be a Pilatus-authorized service center and able to work on a Pilatus PC-12/45 2.Offeror must have the tools and capability to remove and inspect the aircraft wings. To be awarded a contract, the successful bidder must have experience in performing maintenance required in accordance with manufacturer and Federal Aviation Administration requirements, have a valid Tax Identification Number, DUNS Number (through DUN and BRADSTREET), and be Registered with the System for Award Management(SAM) for Electronic Funds Transfer. The successful bidder must also be willing to either accept payment via Government purchase card or to submit invoices online electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP). The IPP website address is: https://www.ipp.gov. If electronic invoicing method is selected, payment will be via electronic funds transfer from the U.S. Treasury to the vendor's banking account cited in their SAM registration. The solicitation incorporates provisions and clauses 52.204-7,52.204-13, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.213-3, 52.225-7, 52.225-25, 52.233-4, 1452.215-71, and Department of the Interior Acquisition Policy Release. Offers shall include the solicitation number, an itemized list of proposed repair items with associated cost, the proposed total price, any prompt payment discount terms, company name, the company point of contact, address, phone number, fax number, e-mail address, DUNS number, business size status. The Government will evaluate all acceptable offers. Evaluation factors are 1.Technical acceptability of offer, 2.Past performance, 3.Relevant organizational experience, and 4.Pprice. One firm-fixed-price contract will be awarded. FOLLOWING IS A LIST OF KNOWN DISCREPANCIES: Inspect, repair, replace parts as needed, and make the UAV airworthy (UAV was damaged in a crash). Repairs known to be needed include the following items: 1. Perform an Annual Inspection in accordance with Pilatus PC12 IETP AMM p/n 02049. DMC 12-A-05-20-20-00A-281A-A. 2.Inspect and service engine in accordance with P&WC PT6A-67B EMM p/n 3043512, chapter 72-00-00, Table 601. Perform all minor, routine and 100 hour items. 3.Perform 1000 hour / 12 month autopilot servo mount, pitch, roll and yaw removal and clutch check. Reference: DMC 12-A-22-10-00-00A-313A-A. 4.Perform 200 hour starter generator brushes examination for wear. Reference: DMC 12A-24-30-01-00A-313A-A. 5. Perform 12 month emergency power supply removal and capacity test. Reference: DMC 12-A-24-52-51-00A-920A-A. 6.Perform 2 year generator 1 and 2 and battery 1 and 2 ground points examination for corrosion protective layer. Reference: DMC 12-A-24-30-00-00A-901A-A. 7.Perform 12 month inspection / test of Emergency Locater Transmitter in accordance with FAR 91.207(d). 8.Perform 12 month fire extinguisher weight check. 9.Perform 3000 hour / 12 month horizontal stabilizer trim runaway aural warning system functional test. Reference: DMC 12-A-27-40-00-00A-903A-A. 10.Perform 1000 hour / 1300 landings / 12 month flap actuators (black anodized) backlash check. Reference: DMC 12-A-27-50-03-00A-313B-A. 11.Perform 150 hour / 12 month flap actuators (black anodized) lubrication. Reference: DMC 12-A-27-50-00-00A-902A-A. 12.Perform 1000 hour / 4 year fuel low level warning system operational test. Reference: DMC 12-A-28-40-00-00A-903B-A. 13.Perform 6 month application of Age Master #1 to all aoirfoil de-icers in accordance with the manufacturers instructions. 14.Perform 12 month main and nose wheel bearings lubrication. Reference: DMC 12-A-12-20-06-00A-902A-A. 15.Perform 2000 hour / 12 month main landing gear hinge pins and bushings inspection /check. Reference: DMC 12-A-32-10-00-00A-313A-A 16.Perform 500 hour / 12 month torque limiter test and engine performance test. Reference: DMC 12-A-71-00-00-00A-903A-A, Table 501. 17.Perform 500 hour / 12 month engine torque and stick pusher torque transducers electrical connectors cleaning. Reference: DMC 12-A-71-00-03-00A-250A-A. 18.Perform 100 hour engine condition trend monitoring (ECTM) download. 19.Perform 1000 hour P3 air filter replacement. Reference: Engine Maintenance Manual, Chapter 73-10-07. 20.Perform 400 hour spark igniters inspection / check for cleanliness and erosion in accordance with Engine Maintenance Manual, chapter 74-20-00 21.Perform 3000 hour / 12 month propeller feathering micro switches functional test. Reference: DMC 12-A-76-10-02-00A-903A-A. 22.Perform 600 hour / 12 month engine chip detector bridge check. Reference: Engine Maintenance Manual, Chapter 79-20-02. 23.Perform 12 month ICA inspection of the utility door. 24.Perform 12 month ICA inspection to the heavy duty cargo door strut. 25.Perform 11000 / 10 year wing to fuselage attachment fittings examination, REF.
