Description
Performance Work Statement (PWS) for E-3 AWACS Operational Facility (OPFAC) Sustainment Support The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), Specialized Contracting Office (PZIE), Eglin AFB, Florida is currently conducting market research seeking capabilities statements from potential sources. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirement to maintain and provide on-call engineering and sustaining support to the E-3 AWACS Operational Facility (OPFAC) currently located in the 46th Test Squadron's Datalinks Test Facility (DTF) at Eglin AFB, FL. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541511, with a small business size standard of $27,500,000.00. A DRAFT Performance Work Statement (PWS) is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions. Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities: (a) Contract information and program information describing your experience in the past three years relative to the objectives and tasks identified below. (b) Demonstrated capability in each of the following areas: i. Provide sustaining engineering support for the Boeing Company-Seattle (Boeing) developed E-3 AWACSOPFAC for the 46th Test Squadron (46 TS), Eglin Air Force Base, Florida. ii. Provide on-call technical support during normal business hours (0800-1600) Pacific Time to assist with AWACS OPFAC operations, problem identification, and diagnosis and will recommend repair actions for both the AWACS Contractor Furnished Equipment (CFE) and Commercial Off-The Shelf (COTS) equipment on the AWACS OPFAC. iii. Provide engineering support for meetings and telephone conferences. iv. Provide on-site technical support to include problem identification and diagnosis, and repair actions. v. Install any software or hardware upgrades at Eglin's DTF necessary to maintain the most current AWACS OPFAC configuration and datalink testing capability. All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. The Government anticipates award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year ordering period and cost type CLINs. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541511, with a small business size standard of $27,500,000.00. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. All prospective contractors must be registered in the System for Acquisition Management (SAM) database to be awarded a DoD contract. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM registration. The Air Force has not yet determined the acquisition strategy for this requirement, including whether a set-aside strategy is applicable. Limit your response to this market survey to a maximum of 10 pages. Note: If any portion of this requirement results in a small business set aside, that portion shall be performed in accordance with FAR 52.219-14, Limitations on Subcontracting, which requires a small business firm to perform at least 50% of the total requirement using employees within its own company. Submissions shall be e-mailed to arthur.chappelka@us.af.mil and erik.urban@us.af.mil. All correspondence sent via email shall contain a subject line that reads "FA2487-18-R-0019 E-3 Airborne Warning and Control System (AWACS) Operational Facility (OPFAC) - Sustainment Support. If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your email. All other attachments may be deleted. Package sizes greater than 5 megabytes shall be submitted via the Army's Safe Access File Exchange, located at https://safe.amrdec.army.mil/safe/.
