Description
The USDA Forest Service, Southwestern Region (Region 3), intends to solicit quotes (RFQ) for potable water trucks, gray water trucks, and handwashing stations (trailer mounted) for use on a local, Regional and Nationwide basis by multiple State and Federal wildland fire agencies. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used on fire suppression and all-hazard incidents. The Agreements will be competitively awarded within Region 3. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) as a Small Business set-aside under NAICS 115310 with advantages given to HUBZone Small Businesses, 8(a) Small Businesses, and Woman-Owned Small Businesses in accordance with B.6 of the solicitation. The Small Business size standard is $19 million. Only Small Businesses (with active SAM account verifying small business status under advertised NAICS) will be considered for award. If response to the Solicitation is determined to be too low to be advantageous to the Government, no awards will be made. Regional and local awards will not be made to vendors designating Equipment City and State location more than 450 miles away from their selected Dispatch Center (D.5.1). A dispatch area zone map is attached. Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). Interested vendors are encouraged to read all of the information available on the VIPR website: https://www.fs.fed.us/business/incident/vipr.php and ensure all registrations and certifications are complete prior to the posting of the solicitation. All registrations and certifications MUST be complete prior to the closing of the solicitation in order to receive an award. To self-certify as a woman-owned small business, qualifying vendors must complete the process at certify.sba.gov. Once the Southwestern Region solicitation is complete (on or about December 1, 2017), it will be made available in the VIPR system and a notice will be posted to FBO. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all electronic process. The solicitation will close February 1, 2018 at 00:00 MST. This closing date/time takes into account VIPR system availability issues. This date will not be extended due to system downtime (planned or unplanned), so vendors are encouraged to submit prior to the closing date/time. Late quotes will only be accepted if vendors have submission issues caused by the VIPR system as documented by a helpdesk ticket and e-mail to the Contracting Officer PRIOR to the close of the solicitation. Vendors must be registered and have an active account within the System of Award Management (SAM) with Online Representations and Certifications Application completed at https://www.sam.gov.
