- Title: Development Of A Prolonged Field Care Training Module That Incorporates Modeling And Simulation For Use In Military Medical Education And Training. The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Department of Defense (DoD), Joint Program Committee 1 (JPC-1), Medical Simulation and Training portfolio, intends to issue a Request for Proposals. This requirement provides funding for research and development that will develop a prolonged field care training (PFCT) system for use in military medical education and training. The training system to be developed will incorporate a modeling and simulation system for medical treatment that extends beyond initial trauma care. PFCT: No Evacuation, Now What (NENW) is a line of research that supports the anticipated Point of Injury Training System (POINTS) Program under the JPC-1/Medical Simulation and Information Sciences (MSIS) Medical Simulation and Training portfolio. This acquisition will be solicited as a Full and Open procurement utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of 1 to 2, Cost Plus Fixed Fee (CPFF) contract. The contract is anticipated to have a 24-month base period of performance. The Government reserves the right to change the solicitation procedure and/or period of performance. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about the middle of December 2017 to www.FBO.gov. Solicitations are to be downloaded from the website and no solicitations will be mailed.
