Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Introduction: The Department of Veterans Affairs (VA) Office of Enterprise Support Services (OESS) requires a proven and immediately available cloud-based Software-as-a-Service (SaaS) solution for replacement of its existing Mass Emergency Notification System (ENS) called the VA Alert and Notification System (VANS) and the enterprise Personnel Accountability System (PAS) called VA Personnel Accountability System (VA-PAS). The new Mass ENS must be able to deliver standardized, accurate, timely and effective communications to all VA employees, affiliates, contractors and visitors during emergency or contingency events. These events include but are not limited to building outages, power or water outages, federal government closures, weather events and natural disasters (hurricanes, floods, blizzards, tornadoes, fires, etc.) and man-made disasters (chemical spills, hazardous materials events, train derailments, cyber-attacks, etc). Events also include active shooter, mass casualty and other criminal or terrorist related events that have potential adverse impact on services delivered by VA to Veterans, their families, caregivers and survivors. The new PAS must be able to account for VA employees and key healthcare, benefits, and memorials services providers in a timely, accurate, and automated system of record. The new PAS must provide VA with the capability to meet continuity of operations in support of VA s Primary Mission Essential Functions. This capability will ensure personnel safety and security in response to emergencies and daily operations. Requirements: VA OESS has a requirement for a cloud-based, enterprise-wide SaaS ENS and PAS that are Federal Risk and Authorization Management Program (FedRAMP) certified for cloud hosting. Applications for ENS and PAS shall be FEDRAMP moderate authorized for use due to storage and meta-data tagging of Personally Identifiable Information (PII). Systems must be able to obtain an Authority to Operate on VA networks and be Federal Information System Controls Audit Manual (FISCAM)/ Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST) and Section 508 compliant. The ENS and PAS systems shall be scalable to 365,000 VA employees, 300,000-40,000 contractors, 148,000 training affiliates, and approximately 30,000 volunteers. The ENS and PAS systems shall be able to pull from authoritative employee data sources such as payroll (PAID and VATAS within VA), human relations information systems (HRIS) (including HRSMART and PAID within VA), Active Directory, Personal Identity Verification (PIV) Card Management System, and the VA Talent Management System. Systems shall be able to integrate with disparate regional and local emergency notification systems at VA facilities including Live Process, Everbridge and SendWordNow, and rapidly and effectively roll up accurate personnel accountability reporting during an emergency, disaster or continuity event. ENS and PAS systems must be complaint with Presidential Policy Directives, Federal Continuity Directives 1 and 2, National Communications System Directive 3-10, National Incident Management System (NIMS), and the National Response Framework. Solutions shall be compliant with VA policies knowing that new technologies may require policy changes. The enterprise ENS and PAS systems shall enable geospatial information system (GIS) targeting, flexible and adaptive group management, tailorable user management for distribution governance decisions, multi-mode contact data to include social media, language adaptation for targeted localized response, multiple options for contact data management, voice, email, desktop, mobile, and SMS routing via an optimized and targeted approach to the disaster area. The solution shall also include robust data analytics, tailored reporting, and visually descriptive dashboards for real-time decision making and continuous process improvement. Solutions for replacement of the existing VA enterprise ENS and PAS systems must include robust change management plans including migration of data and people to the new system(s). Submittal Information: It is requested that all companies interested in participating in this effort note their interest and provide indication of their respective capabilities to provide a solution that meets the requirements described above. Marketing material will not be accepted as an indication of capability. Only responses related to the Government s requirements as listed above will be considered. The preliminary North American Industry Classification System (NAICS) assigned to this requirement is 541519 with a size standard of $27.5 million. Specifically, for SDVOSB/VOSB firms, indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms. Please provide the details of your proposed enterprise ENS and PAS systems/solution that meets the requirements above. Indicate if your solution is commercial-off-the-shelf, commercially modified or non-commercial. Is your company currently providing your proposed solution or similar solutions to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside the federal government). Provide the following information on a maximum of three similar projects. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. Detail the process and procedure in which you would complete analysis, specifically, how you will address interdependencies, gaps and redundancies. Please indicate any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), etc.) with specific regard to this RFI and the requirements hereunder? Please include Contract Number, expiration date, etc. Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member s capabilities and prior experience as it relates to the requirements. Responses shall not exceed 15 pages (excluding transmittal page) *Please Note: VA may elect to contact individual companies based upon the content of their RFI submission.
