- WC-133W-18-RQ-0045 This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 12 Commercial Items with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. The requirement is to provide Janitorial Services for the NOAA National Weather Service (NWS) Milwaukee Weather Forecast Office located in Dousman, WI 53118-9409. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. This procurement is a 100% small business set-aside and the associated NAICS code is 561720 with a size standard of $18M. Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Waukesha, WI. All items under this contract shall be FOB Destination and the place of acceptance is NOAA National Weather Service (NWS). Milwaukee Weather Forecast Office located at N3533 Hardscrabble Rd., Dousman, WI 53118-9409. Requirements: The Contractor shall provide all supplies, materials, equipment, tools, personnel, and supervision to clean the Weather Forecast Office (WFO) as described in this Statement of Work. The facility has 4,805 square feet of cleanable space (approximately 75% carpet, 25% tile). This facility is in operation 24 hours per day, 7 days per week. Please see attached Statement of Work for a list of specifications. EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM. PRICE/QUOTE: The Government will issue a purchase order resulting from this Request for Quotation (RFQ) to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors considered. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. NOAA will evaluate the quoter’s proposed prices for fairness and reasonableness in relation to this RFQ’s requirements. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise any of the options.
