- DESCRIPTION: The U.S. Army Contracting Command - New Jersey at Picatinny Arsenal, NJ 07806-5000 intends to solicit for the manufacture and delivery of 12 Gauge Shotgun Breaching Cartridges, consistent with the M1030 12 Gauge Shotgun Breaching Cartridge that satisfies Performance Specification MIL-PRF-32300A. This cartridge provides friendly forces the necessary capability to gain access into sealed buildings during urban operations. It allows for the opening of doors through the destruction of the door lock mechanisms or hinges without causing any harms to the user. The 12 Gauge Breaching cartridges will be used in the Army standard 2.75 and 3.0 inch chambered 12 Gauge Shotgun Systems Mossberg Models 500 & 590, the Remington 870, Benelli M1014 and the M26. The current Performance Specification MIL-PRF-32300A does not include the M26 shotgun. The Government intends to update the P-Spec for the 12 Gauge Breaching Shotgun cartridge (MIL-PRF-32300A) to include the M26. SPECIFICATIONS: This item shall be in compliance with the M1030 Military Performance Specification (MIL-PRF-32300A). PLANNED ACQUISITION: A Firm Fixed Price (FFP) production contract for Fiscal Year (FY) 19-23. The Government anticipates requesting unit prices for quantity ranges of 1 - 35,000 and 35,001 - 80,000, 80,001 - 115,000 and 115,001 - 175,000 rounds for each FY. SUBMISSION INFORMATION: All responsible interested sources are encouraged to submit their capabilities/qualification data. The M1030 Cartridges will be procured to the performance specification referenced above. The offeror must be able to show proof of a verified design in accordance with the performance specification to be considered in the competitive range. Advance notice is being given since the Government intends to require offeror's to submit their proposals within 30 days after issuance of the solicitation. The Government is not obligated to notify respondents of the results of this survey. To receive a copy of the Detail Specifications and applicable drawings, offerors shall submit an approved copy of their DD Form 2345 (Attachment 0001), an executed Technical Data Request Questionnaire (TDRQ) AMSTA-AR Form 1350 (Attachment 0002), and an executed Non-Disclosure Agreement (NDA) (Attachment 0003) to the Contracting Officer.
