Description

The Service Area Office East (SAO-E) R&D Contracting Office, intends to negotiate on a sole-source basis with Vicon Motion Systems (Vicon), 7388 South Raven Parkway, Centennial, CO, 80112-3897, for the procurement, installation, and maintenance of Vicon motion-capture video system hardware and software at the VA Seattle Medical Center, 1660 S. Columbian Way, Seattle, WA 98108. This procurement is being conducted in accordance with 10 U.S. C. 2304(c)(1) and FAR 6.302-1(a)(2), only one responsible source, because the Government believes that 1) Vicon is the only seller/installer of this system/component(s), 2) that this system/component(s) are the only one(s) that will be clinically-acceptable and technically-compatible with existing Vicon system components already in the medical center and in use with an ISSI fluoroscopy system (being upgraded under separate contract, and that 3) Vicon is the only provider capable of providing qualified servicing and maintenance on Vicon motion-capture system components (ISSI components excluded). Salient characteristics of the Vicon system/components: Fully compatible with existing and proposed ISSI fluoroscopy hardware/software; Fully compatible with existing and proposed Vicon hardware and software; Wall and ceiling mount capability with prefabricated mounting hardware; Infrared and minimum 5 megapixel imaging at 420 frames/second; Full color, 2 megapixel imaging at 60 frames/second; Dual video PC for system control; Pearl image markers for use on patients and tracked by cameras that track 3D positions of them. No external heating or cooling required; Software for running custom models; Portability- tripods for camera mounting in temporary locations; 120 VAC single-phase; Windows 10 Professional compatible; This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 423410, small business size standard of 200 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than 11/20/17, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole-source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer. Please include your socioeconomic status (i.e., SDVOSB and DUNS numbers) in your responses.
