Description
Draft SOW Technology Transformation Services Sources Sought Notice The General Services Administration ("GSA") Federal Acquisition Service ("FAS") Technology Transformation Services ("TTS") and National Capital Region ("NCR") is seeking providers for identity proofing services. login.gov is a growing platform and needs a variety of proofing methods, data sources in order to move towards the goal of universal coverage for the U.S population. As login.gov grows there is the need to have the mix of methods/data sources that can most effectively proof login.gov's partner agencies populations. The intent with a multi-award contract is to provide a broad base of contractors who the government can work with to have the highest proofing rate for an agency population. Each order will help support different population subsets and the data from those order will inform our planned proofing rate vs actual and allow for iterating. The Government is highly interested in diverse approaches and data sources that can support this goal. ------------- PLEASE NOTE: This is a market survey exercise for informational purposes only and IS NOT a Request for Quotes ("RFQ"), Request for Proposals ("RFP"), or similar request. ------------- No contract/order will be awarded based on this announcement and no reimbursement will be made for costs associated with responding to this announcement. However, the government may engage vendors that respond to this notice by seeking further information about capabilities or even a direct award. (1500 characters, including spaces, maximum) Technical Questions The Government is exploring how to best proof the U.S population and considering a multi-award contract by the different categories as outlined in draft SOW. Are there contractual alternatives the Government should be considering? (1500 characters, including spaces, maximum) In order to properly measure the U.S population for proofing the Government is considering asking vendors to provide how their solution maps against household income, age, and geography (postal code). We will do a population analysis for each agency that onboards with login.gov. In the example of a retirement benefit use case, we want to understand the agencies population by age, household income and geography will inform the orders for proofing based on coverage of those demographic attributes and price. Are there alternative methodologies/variables that can be used to measure the U.S population more accurately?
