Description
Sources Sought for Center Hill Dam Site Restoration Project This is a Sources Sought announcement only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The purpose of this synopsis is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative for Center Hill Dam Site Restoration project located near Lancaster, Tennessee 38569; NAICS 237990, Other Heavy and Civil Engineering Construction, Small Business Size Standard - $36.5 Million. Summary of the Scope of Work: The Corps of Engineers has need of a contract for The Center Hill Dam Site Restoration project consisting of the following construction major components: 1. Restoring Eisenhower Park. The scope of work will include returning Eisenhower Park, a previous lakeside access and park adjacent to the Dam, to a fully functional recreational area by reconfiguring fill material, reconstructing a boat ramp and comfort station, installing a courtesy dock and rehabilitating, reestablishing and repaving parking facilities. The Park restoration will include lighting, guardrail, constructing curbing and drainage features, septic, dosing and lift station construction, and connection to an existing sewage system. An existing cast iron waterline running through the gallery of the main concrete dam is to be replaced with PVC or HDPE piping and extended to the new comfort station. Both the water and sewer lines will pass under state highways, requiring traffic control procedures. Also, a 30 inch stormwater diversion pipe will cross underneath Hwy 141 carrying surface drainage from the excavation trench cut located west of the dam to the lake, which also will required excavation and traffic control procedures. 2. Main Dam Work Platform Reconfiguration. The scope of work will also include excavating about 12,000 cubic yards of shot rock fill along the upstream edge of the main earthen dam's work platform in order to establish long term slope stability. A 4' CMP running along the edge of the fill is also to be removed and a swing gate installed. 3. Erosion Control. Downstream of the earthen dam along the left abutment, stabilization is required to halt erosion adjacent to fill material placed near the dam and near Highway 141. This work includes rerouting surface drainage flow and installing about 800 linear feet of articulated concrete block ranging from 10 feet to 12 feet in width. 4. Culvert Replacement and Grading. Downstream of the dam, the work also includes replacing existing CMP culverts beneath Highway 141 near Long Branch Campground with a 54-inch equivalent elliptical or arch concrete pipe and constructing endwall features. The scope includes grading to reestablish open channel flow between the quarry wetland and Highway 141 and removal of existing fencing and miscellaneous piping and valves. Work will require traffic control plans, roadway closures, possible diversion road construction, asphalt repair and overall site rehabilitation. 5. Paving. Final repaving portions of State Highway 96 as it passes over the Dam will be bid as an option to the rest of the contract. Work includes milling of concrete pavement and paving with asphalt overlay, stormwater drainage improvements and some erosion control mitigation on the ends of the dam. Delivery time will be sequential and will be determined at the time of solicitation. Contractor will be required to provide Performance and Payment bonds. Liquidated Damages Clause will apply to any resultant contract. Official Solicitation is anticipated to be issued in 3rd Quarter of FY 2018. Results of this sources-sought announcement will be used, in part, to determine the size and make-up of the industrial base for this type of item and the feasibility of a small business or lower tier socio-economic set aside for this project and to determine if the Rule of 2 is met for any particular category of small business. All qualified contractors are encouraged to respond; lack of responses may jeopardize the project being set aside for small business. Contractor's response to this Sources Sought shall be limited to 8 pages and shall include the following information: 1. Contractor's name, address, point of contact, phone number, and e-mail address and website (if any). 2. Contractor's business size designation and socio-economic sector (e.g. Large, Small, 8(a), HUBZone, Service Disabled Veteran Owned, etc.). 3. Commercial and Government Entity (CAGE) Code and DUNS Number. If a member of a joint-venture or mentor-protégé agreement with the SBA, please provide information on both members of the JV. 4. Contractor's ability to perform at least 50% of the effort with its own personnel. (See Limitations of Subcontracting clause 52.219-14 for full text of requirement. Should a Small Business Set Aside acquisition be accomplished, this clause will be incorporated into the resultant contract and strictly enforced.) 5. Company's interest in bidding on the solicitation once it is issued. 6. Company's capability to meet the requirements including specific equipment and experience with the type of work (magnitude and complexity) of the work described in this sources sought announcement. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. If a member of a joint venture, the respondent should include relevant information from both members of the joint venture. 7. A statement or list of your firm's current or past technical experience (within the past five years) to include current Fabrication/Facility certifications required by the scope, which are similar or the same as the summary scope of work and magnitude. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the respondent(s) should include relevant information from both members of the JV. 8. A statement on your firm's bonding capacity, both aggregate and single contract.
