Description
NASA/JSC has a requirement for the fabrication of a new (1) Extravehicular Visor Assembly (EVVA) for the Extravehicular Mobility Unit (xEMU). NASA/JSC intends to purchase the items from Air-Lock, Incorporated. Air-Lock, Inc. has supported every US human space flight program to date. Hardware manufactured for the current EMU flight level spacesuit includes bearings, disconnects, and sizing rings, helmet and EVVA, body seal closures, and a variety of valves and connectors. The design, materials, and construction methods used are the basis of the Z-2.5 EVVA system. Air-Lock's experience in manufacturing the legacy items will give them the ability to deliver the advanced suit prototypes. AIR- Lock has developed a unique method to consistently manufacture helmets to specific and accurate shapes with very high optical quality that meet NASA specific requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. central time zone on 11/17/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
