- This requirement is for Diesel powered Forklift Trucks of varying capacities for Tobyhanna Army Depot, Tobyhanna, PA 18466. Tobyhanna Army Depot (TYAD) has a requirement for the following Diesel Forklift Trucks: One (1) each 9000LB capacity diesel truck fork lift. The Lift Truck shall be a counter-balanced, diesel-power drive Trucks with a telescoping, three stage mast, with a minimum load capacity of 9,000 pounds at 24 inch load center, minimum 194 inch Lift height to top of forks, and maximum 98 inch collapsed mast height. The Lift Truck shall have a minimum of 9,000 pound capacity at 24 inch load center after de-rate is calculated for truck configuration. The fork length shall be 48 inches +1 inch. Fork width shall be 4-3/4 inches minimum and not more than 2" thick. The forks shall be heat treated alloy steel, class 4 pallet forks. The forks shall be painted yellow or another bright color to provide for better visibility. The Lift Truck shall employ a minimum of 72 horsepower turbo-charged diesel engine. Engine shall meet the most current EPA emission standards. There shall be an engine protection system to protect from engine coolant overheat. Warranty the lift truck and its accessories furnished shall be warranted for a period of 2 years or 2,000 operating hours from the date of delivery. Warranty shall include all parts, labor, and accessories. Five (5) each: Diesel 18,000LB capacity truck fork lift counter-balanced, diesel-power drive truck with a telescoping, three stage mast, with a minimum load capacity of 18,000 pounds at 24 inch load center with a de-rate such that Lift Truck has a minimum 10,000 pound capacity at a 60 inch load center after de-rate, minimum 177 inch lift height to top of forks, and capable of transporting a load through a 10' (120") high doorway at any tilt angle. The fork length shall be 120 inches +1 inch. Fork width shall be 6 inches minimum. The forks shall be heat treated alloy steel, class 4 pallet forks. The forks shall be painted yellow or another bright color to provide for better visibility. The lift trucks shall employ a minimum of 92 horsepower turbo-charged diesel engine. Engine shall meet the most current EPA emission standards. There shall be an engine protection system to protect from engine coolant overheat. The lift truck and its accessories furnished shall be warranted for a period of 2 years or 2,000 operating hours from the date of delivery. Warranty shall include all parts, labor, and accessories. One (1) each: Diesel 25,000LB capacity truck fork lift. The Lift Trucks shall be a counter-balanced, diesel-power drive Trucks with a telescoping, two stage mast, with a minimum load capacity of 25,000 pounds at 24 inch load center, minimum 146 inch Lift height to top of forks and capable of transporting a load through a 12' (144 inch) high doorway at any tilt angle. The Lift Truck shall have a minimum of 25,000 pound capacity at 24 inch load center and 12,000 pounds at 78 inch load center after de-rate. The lift truck shall not be greater than 184' long from rear of truck to face of the forks, or wider than 98" or higher than 140". The fork length shall be 156 inches +1 inch. Fork width shall be 7-3/4 inches minimum and not more than 3" thick. The forks shall be heat treated alloy steel, class 4 pallet forks. The forks shall be painted yellow or another bright color to provide for better visibility. The Lift Truck shall employ a minimum of 160 horsepower turbo-charged diesel engine. Engine shall meet the most current EPA emission standards. There shall be an engine protection system to protect from engine coolant overheat. Engine shall also be equipped with a 110 Volt AC block heater. The lift truck and its accessories furnished shall be warranted for a period of 2 years or 2,000 operating hours from the date of delivery. Warranty shall include all parts, labor, and accessories. One (1) each: Diesel 33,000LB capacity truck fork lift. The Lift Trucks shall be a counter-balanced, diesel-power drive Trucks with a telescoping, two stage mast, with a minimum load capacity of 33,000 pounds at 24 inch load center, minimum 120 inch lift height to top of forks, and capable of transporting a load through a 10' (120") high doorway at any tilt angle and maximum 117 inch collapsed mast height or such that it can transport a load through a 10' door opening at any tilt angle. The Lift Truck shall have a minimum of 30,000 pound capacity at 24 inch load center and 14,500 pounds at 78 inch load center after de-rate. The lift truck shall not be longer than 202" from back of truck to face of the forks or wider than 104" or higher than 117". The fork length shall be 156 inches +1 inch. Fork width shall be a minimum of 8 inches but not greater than 10 inches and not more than 3" thick. The forks shall be heat treated alloy steel, class 4 pallet forks. The forks shall be painted yellow or another bright color to provide for better visibility. The Lift Truck shall employ a minimum of 164 horsepower turbo-charged diesel engine. Engine shall meet the most current EPA emission standards. There shall be an engine protection system to protect from engine coolant overheat. Engine shall also be equipped with a 110 Volt AC block heater. The Lift Truck and its accessories shall be warranted for a period of 1 year or 2000 hours, whichever occurs first, from the date of delivery. Warranty shall include all parts, labor, and accessories. The contractor shall supply technical manuals for each item. All equipment associated equipment shall be new equipment only. Used and refurbished equipment and used or refurbished associated equipment are unacceptable and will not be considered. All repair and replacement parts shall be available for purchase and supplied from within the continental United States. The items under this solicitation are subject to the Free Trade Agreements. Defense Federal Acquisition Regulation DFAR 252.225-7036 - Buy American Act-Free Trade Agreements- Balance of Payments Program and 52.204-7 System for Award Management, will be included in the solicitation. Operator's Manual, Parts Manual, Maintenance Manual and Electrical Drawings shall be included. One hard copy and one electronic copy via CD shall be provided at Lift Truck delivery. Quality/Safety Inspection will be performed at Tobyhanna Army Depot by Tobyhanna Army Depot, D/Installation Services, Equipment Maintenance Branch personnel at time of delivery. Delivery: All deliveries shall be FOB Destination Tobyhanna Army Depot, Tobyhanna, PA 18466. Orientation Training- Perform orientation training of unit functions and potential differences from other units. Ensure all designated drivers have a complete understanding of all operating procedures of unit. This acquisition is being conducted under Full and Open Competition. NAICS code is 333924, Size Standard is 750 employees, and in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 13.5 Simplified Procedures for Certain Commercial Items and FAR 15, Contracting By Negotiations as applicable. The solicitation Request for Proposal (RFP) W25G1V-18-R-0012 will be issued on or about Nov 28, 2017. Actual issue and due dates shall be established in the solicitation. All amendments must be acknowledged in the proposal submitted. All proposals submitted shall require a technical proposal clearly describing the contractor's proposed equipment and capability to provide the requirements of the solicitation and statement of work. In addition, recent and relevant past performance for same or similar requirements which demonstrates capability and successful performance on previous contracts similar in size and scope of this requirement performed within the past three years will be required with proposal submitted. Any resultant contract shall be a Firm Fixed-Price, multiple awards may be made if it is determined to be advantegous to the Government. In order to be eligible for award, all prospective offerors must have a current and active registeration in System for Award Management (SAM) https://www.sam.gov and not show any Active Exclusion and not have Debt Subject to Offset.
