- Defense Finance and Accounting Service (DFAS) is issuing a Sources Sought Announcement for Enterprise Risk Management (ERM) consulting services which includes strategic planning elements and data analytics to determine the interest, availability and capability as described below. DFAS is conducting market research in compliance with Federal Acquisition Regulations, Part 10. Market research is being conducted to determine interest and capability of potential sources for this requirement under NAICS code 541611. This notice is for planning purposes only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Sources Sought notice will be utilized as market research for consideration in development of the Acquisition Strategy for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. REQUIREMENT DESCRIPTION: 1.0 BACKGROUND External operational trends are driving Federal agencies to adapt a culture of proactive risk management which advances operational processes so challenges are identified early and decision making is strategically focused to ensure Federal agencies achieve its objectives. DFAS is committed in integrating objectives of the Office of Management and Budget's (OMB) Circular No. A-123, Management's Responsibility for ERM and Internal Control, dated July 2016, in DFAS' operations. The Agency has made sufficient progress through its strategic planning process, strategic review process, and the initial implementation of the Agency's business models. ERM will further enhance DFAS operations through an expanded focus on the identification and proactive management of risk. DFAS' current risk management capabilities require enhancement to ensure ERM objectives are fully incorporated in DFAS operations; and which include an integrated governance structure focused on improved mission delivery, reduced costs, and focused decision making to manage the Agency's key risks. DFAS' current risk management capabilities do not fully support ERM objectives. DFAS' current risk activities: • Are not integrated with mission performance monitoring; • Are not standardized throughout the Agency; • Do not account for risk interdependencies across mission areas; and • Are not performed using an integrated Agency system/application. 2.0 SCOPE The contractor(s) will assist in the implementation of ERM throughout the Agency to improve and integrate performance monitoring, risk management capabilities, and promote a risk culture throughout DFAS. The contractor(s) shall provide: • ERM subject matter expertise based on current best practices and methodologies to implement the Agency's ERM program; • Specialized support to refine and implement recommendations from the DFAS ERM Gap Assessment which directly supports the Agency's FY17-21 strategy; • An assessment of the Agency's business models to identify gaps and ensure proper measures are implemented that support ERM; • An assessment of the ERM pilot program; and • An assessment of the Agency's current entity level objectives (ELO) and entity level risks (ELR) to identify gaps and way forward in maturing the Agency's ELOs and ELRs. This will be a multi-organizational effort. The contractor shall interface with all DFAS organizations. 3.0 OBJECTIVES Contractor(s) will provide ERM subject matter expertise to meet the following objectives: Enhance CBM/MAR (Business Models): Conduct an assessment of the Agency's current business models to identify gaps and ensure appropriate measures are implemented to support ERM. The business models must support and measure the Agency's mission and functions, program objectives, and provide management with the ability to proactively manage risks to meeting the Agency's mission and objectives. Upon meeting this objective DFAS management will have to ability to view real-time risks and mission performance measures to make management decisions. Support ERM pilots: Provide an assessment of the pilot program infrastructures by identifying gaps between the "as-is" and "to-be" state. The gap assessment will assist management in maturing DFAS programs from a bottom-up risk management approach to an ERM culture of proactively managing risks to meet the Agency's mission essential functions (MEFs). The assessment will provide the following recommendations to support DFAS' ERM infrastructure: evaluation of program standards, development of specific and measurable program objectives, evaluation of program related MEFs, identification of risks (including alignment to DFAS' risk appetite and tolerance levels), evaluation of program's risk management activities (Managers' Internal Control Program, COOP, etc.), and enhancement of program's business model metrics. Evaluate DFAS' ELOs / ELRs: Provide an assessment of the Agency's current entity level objectives (ELO) and entity level risks (ELR) to ensure DFAS' ELOs and ELRs are aligned to the Agency's MEFs. This assessment will assist DFAS in identifying the Agency's key risks, provide an analysis of DFAS' most prevalent risks, and establish decision making criteria. This evaluation will result in recommendations for a sustainable objective setting business cycle, specific and measurable ELOs which support DFAS' MEFs, identification of DFAS' key risks to meeting MEFs, and CBM/MAR (Business Models) enhancements. The project will consist of an initial base year plus one option year period. RESPONSE DUE DATE : All responses must be received by Noon (EST), Monday December 4, 2017. Preferred delivery method for submission is via email: carrie.e.fairbanks.civ@mail.mil. INSTRUCTIONS FOR RESPONSE SUBMISSION: DFAS is seeking responses from all responsible sources. Interested respondents should submit a brief capabilities statement package clearly demonstrating the firm's ability to perform the services listed. A generic capability statement is not acceptable. At a minimum, the package shall address the following: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned, etc. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience demonstrating a minimum of three (3) years experience providing a similar service as listed in the requirements section for the Federal Government. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer Point of Contact with phone number, and provide description of the experience and how the referenced experience relates to the services described herein. 5. Estimated pricing for the scope presented (not a quote). 6. Your firms Data Universal Numbering System (DUNS) 7. Your Firms Commercial and Government Entity (CAGE) 8. System for Award Management (SAM) registered NAICS Codes. 9. Include any other relevant information that is not listed above, which the Government should consider in developing its minimum specifications and finalizing its market research. Respondents shall provide a full description of their capability to meet the anticipated requirement. Feedback on this requirement is encouraged. Vendors are encouraged to provide estimated costs or pricing information for the services, which they can provide, within their response. ADDITIONAL DISCLOSURES: This notice is for information purposes only and is not a request to be placed on a solicitation mailing list, nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly.
