- The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation no earlier than the first quarter of calendar year 2018 for FY 20-24 Design Agent and Engineering Services (DA/ES) efforts to support sustainment of the Cooperative Engagement Capability (CEC). The anticipated requirements include CEC software development, integration, and testing, and the delivery of new CEC capabilities. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Area Air Defense capabilities of Naval Carrier Strike Groups and Expeditionary Strike Groups by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall Situational Awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. The contemplated contract will include the following efforts: •Integration of the CEC system with AEGIS Advanced Capability Build 20 (ACB 20) •Integration of the CEC system with SSDS ACB 20 •Integration of the CEC system with E2-D Advanced Hawkeye •Completion of Zumwalt Class wholeness •Development and maintenance of the CEC system, including in-service baseline maintenance and development, integration, test, and delivery of annual maintenance builds •Testing of the CEC system with United States Marine Corps capabilities •Integration of the CEC system with Foreign Military Sales customer platforms •Trade studies, design studies, technical feasibility evaluations, analysis, and documentation •Element-level development, design, and integration through Final Qualification Test of future CEC software capabilities and hardware technology refresh initiatives, including development of prototypes and support for experiments and demonstrations •Delivery of CEC software, sustainment products, and hardware maintained under configuration management to support Land-Based Test Sites, Contractor sites, or other development sites or labs •Post-delivery technical support to ensure system of systems compatibility and interoperability of CEC systems on installed platforms for all delivered software baselines and hardware configurations, including investigation and adjudication of Trouble Reports, Data Analysis Working Group support, fleet issue analysis, and reach-back support The contemplated contract will include Cost-Plus-Incentive-Fee (CPIF) completion-form line items for specific CEC product deliveries. The contract will also include options consisting of annual Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) line items for other CEC engineering and support requirements, along with associated Cost-Only line items for ancillary Other Direct Costs. Prior to the issuance of a formal solicitation (Request for Proposal) for this procurement, NAVSEA intends to release a draft copy of selected solicitation sections. Additionally, Program Executive Office, Integrated Warfare Systems (PEO IWS) anticipates hosting an Industry Day to present an overview of the CEC program and the solicitation requirements. Interested companies will be provided the opportunity to access a Bidder's Library containing technical data that may promote a clearer understanding of CEC and the Navy's requirements in this procurement. The draft solicitation, Industry Day announcement, and instructions for requesting access to the Bidder's Library all will be released at a later date via the Federal Business Opportunities (FBO) website under this solicitation number. Please read this pre-solicitation notice carefully for specific requirements pertaining to security clearance requirements for potential Offerors. Based on current planning, NAVSEA anticipates making a contract award for this procurement in or around calendar year 2019. IMPORTANT: In order to be considered for contract award under this procurement, Offerors must possess a TOP SECRET facility clearance issued by the United States Government by the time of award. Offerors must be able to receive classified portions of the solicitation up to the SECRET level. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary. Non-U.S. firms may act as subcontractors to U.S. prime contractors, subject to applicable U.S. laws and regulations. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations, and requires the issuance of an export license by the U.S. Department of State. The solicitation for this procurement will contain attachments or other documents classified at the SECRET-only level. These classified documents will be provided as part of the Bidder's Library and provided via DVD. NAVSEA will issue the formal solicitation associated with this notice electronically via FBO at www.fbo.gov. The Government will not provide printed copies of the solicitation. This event will offer attendees a programmatic and technical overview of the CEC program, the anticipated requirements in solicitation N00024-18-R-5200, and the contracting approach for this procurement. Following the PEO IWS 6.0 presentations, attendees will also have the opportunity to participate in one-on-one sessions with the Government. The Government encourages participation from small and small disadvantaged businesses. Advance registration is required to attend any aspect of this Industry Day. Due to space limitations, the number of attendees is restricted to a maximum of three (3) persons per firm for the presentations and one-on-one sessions, if applicable. All attendees must be United States citizens and hold an active SECRET security clearance. The Government will verify the eligibility of prospective attendees in the Joint Personnel Adjudicative System (JPAS). No later than November 28, 2017, each firm interested in participating in this Industry Day must complete the following: 1) Submit visit requests via JPAS for prospective attendees to the CACI Security Office (SMO Code: 53T015). The Government will contact interested firms directly to schedule the session, which will not exceed thirty (30) minutes per firm.
