Description
THIS IS A Sources Sought Notice ONLY. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors, a minimum of 2 or more, qualified small businesses responding to this sources sought notice with information sufficient to support a set-aside acquisition strategy. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is/are: (1) Classification Code : Z -- Maintenance, repair and alteration of real property (2) NAICS Code: 561730 (3) NAICS Size Standard: $7.5M Description of Services: The U.S. Government desires to re-procure services for grounds maintenance on Fort Bliss, Texas. The improved, semi-improved and unimproved grounds comprise approximately 1.12 million acres of land that is located on the largest international border in the United States at the corner of Texas, New Mexico, and Mexico. Ground Maintenance Services is currently being fulfilled through contract # W911SG-13-D-3001. The Contractor shall ensure all work accomplished maintains and presents a healthy, clean, neat, and professional appearance to all grounds included and covered by the contract in support of mission requirements for users, residents, and visitors to the installation. The Contractor shall maintain Improved, Semi-Improved, and Unimproved Grounds (these areas include antenna fields, airfield shoulders, clear zones, drop zones, ranges, and picnic areas), utilizing established industry standards and practices, where practical. oImproved Areas. These areas are the developed areas of the installation and will require an intensive level of maintenance. The work performed in these areas by the Contractor shall include mowing grass, edging and trimming grass, removing grass trimmings from paved areas, irrigating, aerating lawn areas, applying fertilizer and/or lime, applying herbicide to lawn and landscape areas, maintaining plants, shrubs, and flowers, performing seasonal planting of plants and flowers, removing leaves, applying mulch, pruning trees, removing grass from cracks in sidewalks and pavements, and litter control. oSemi-Improved Areas. These areas are used for operational and maintenance purposes. Erosion control shall be the predominant grounds maintenance work performed in this area by the Contractor. This will include grassed areas, vegetated areas, trees, and pavements. The work performed in these areas by the Contractor shall include mowing grass. oUnimproved Areas. Unimproved areas are acreage on which the Contractor shall perform periodic recurring maintenance. Activities include mowing for life, health, safety, security, weed and brush control, erosion control, dust control, and drainage maintenance. Mandatory Submission Requirements: 1. Name of the firm, address, primary point of contact, phone number, e-mail address, DUNS number, CAGE code and small business size status. Include your type of business (i.e. commercial, academia), whether your organization is classified as a small business based on the $7.5M standard that accompanies NAICS code 561730. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding Previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Furnish Offerors' Statement of Capability to perform a contract of this magnitude and complexity. 4. Information to help determine Relevancy of Experience: Please list no more than three contracts your company is currently performing (or have completed within the last five years) that would be considered the same as/similar to this effort (scope, complexity, and magnitude). Include the contract number, title, location, description, contract type, annual award amount, and final contract amount. 5. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
