All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Diana Curl, diana.curl@va.gov. Interested firms should notify this office, as early as possible, but not later than November 24, 2017, 16:30 p.m. MT. All firms shall list their name, address, phone number, point of contact, and type of business. Any questions can be directed to Diana Curl, Contract Specialist/Contracting Officer, at (208) 429-2031. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. This Sources Sought announcement is for door safety sensors and wireless switches to be added to the entrances of buildings 121 and 122 at the Boise VA Medical Center in Boise, ID. A draft copy of the Statement of Work is attached to this notice. GENERAL DESCRIPTION of the services to be performed: The purpose of this requirement is to provide a modification of existing equipment at the medical center. This is a Non-Personal Service. The designated NAICS Code is 811219 Other Electronic and Precision Equipment Repair and Maintenance, Size Standard, $20.5M. A Statement of Work (SOW) shall be included in the sources sought notice. The sources sought notice number is 9131/VA260-17-AP-8981. Your response shall include the following information: Size of company (i.e., 8(a), HUBZONE, WOSB, EDWOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.). Revenue for last three years. Relevant past performance on same/similar work dating back to the last three years and your company s capability to do this type of work. Teaming Arrangements to include relevant past performance on same/similar work dating back to the last three years. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.   It is imperative that business concerns responding to this sources sought, articulate their capabilities clearly and adequately. THIS IS NOT A SOLICITATION. THIS IS A MARKET RESEARCH DOCUMENT. IF A SOLICITATION IS ISSUED, IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.   After market research is completed, the government will decide the type of small business program consideration under which a solicitation will be issued, if any. This action is being considered for 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and/or Historically Underutilized Business Zone (HUBZone) firms. 8(a) firms, Economically Disadvantaged Women Owned Small Businesses (EDWOSB), and Women Owned Small Businesses (WOSB). If interest is not received by the response due date from enough service disabled, veteran owned, or other small businesses, a resultant future solicitation can be issued unrestricted, and no further communications regarding the decision will take place. STATEMENT OF WORK Add Door Safeties and Wireless Switches to Entrances, buildings 121 and 122. The contractor is to provide automatic door safety sensors, total of eight separate entrances, for buildings 121 and 122 at the Boise VA Medical Center. All eight entrances have two sets of doors. Six of the eight entrances have two doors per set. This is a grand total of twenty-eight (28) doors that require safety sensors. The existing door operators will be used for this project. Currently the automatic operation switches are wired. This project will convert the current wired switching to a wireless system that adds an entrapment switch to each entrance. The work will be performed during normal business hours; however, a means of emergency exit must be kept available during the project. The contractor will install the safety sensors at the tops of each door with a short wiring harness to transfer to the door jams. The contractor will make up the wiring in the header of the doors. The contractor will install a relay that will be used as a timer between unlocking the door and activation of the existing door operators. The contractor will install an entrapment switch in each of the seven entrances. All switches will be wireless and a minimum of 900 MHz transmitter will be installed. Relocation of the current outside and inside switching may be necessary at all entrances. This will be discussed with the COR prior to installation. The push plates used for the switches will all match. They will be stainless steel plate with blue lettering. Timing of the door opening and closing will be set by the contractor. However, the COR must approve the contractors time settings for each of the eight door sets after the installation is complete. The contractor cannot leave a door set unfinished overnight. Once the contractor starts on a door set, it must be completed before the end of the business day. Contractor is responsible to clean up around the work area and maintain patient safety always. The contractor will be required to coordinate all work with the COR and give one (1) weeks notice prior to starting any work so the COR can coordinate with the effected service. Please see the product research provided for the safety sensors, relays, and transmitters. The contractor may use this product or its equivalent.
