Description
This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary. This requirement is for the Point Location Data from Iridium GPS Collars. Capabilities required: Background The USGS Fort Collins Science Center seeks to procure point location data from up to 115 global positioning system (GPS) radio collars that will be deployed on wild horses and burros (equid species). This acquisition is part of a research project that will assess the field success of applying radio collars to wild horses and burros to identify individuals, and be able to track them and locate them reliably in the field, either with ground monitoring or from an aircraft. Using the GPS technology we seek to collect data on the temporal scale of wild horse movements and habitat selection. Scope The contractor shall provide point location data for up to 115 GPS iridium radio collars. Point data shall be delivered to USGS/FORT in the form of a webpage/web service, so researchers have continuous access to data. Objectives The goals and objectives of the radio collar point location data are: first, to be able to identify individuals, and locate them in the field reliably. Second, to be able to monitor movements and movement rates. Third to determine survival using the mortality sensor in tags, and fourth, to employ the GPS technology to determine the small temporal scale movements of wild horses and determine their habitat selection across all 4 seasons. To achieve these goals, USGS is applying up to 115 GPS iridium radio collars on wild horses in studies of wild horses and of burros in Utah, Arizona, Oregon, and Wyoming. Requirements The GPS point location data shall provide the following specifications: Data for each individual collar frequency and collar identifier, the time of each satellite fix, satellite strength of the data point, location of collar in Lat-Long, such that clear codes identify data in web service, such as: CollarID or DeviceName, DeviceID, Date (mm-dd-yyyy), GMT Time (hh:mm:ss), Local Time (hh:mm:ss), Origin (type of collar), Latitude [ °], Longitude [ °], Altitude [m],Fix status (2D or 3D satellite fix), DOP (strength of fix), and Temp [ °C]. Interested firms who feel that they can provide the services (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. An affirmative response must include references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative responses must also include supporting information showing the firm can meet all requirements set forth in this announcement. All responses must be submitted NLT November 22, 2017 at 9:00am MST via e-mail to: tbeals@usgs.gov. This is NOT a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided.
