Description
Solicitation Amendment for W91CRB-18-T-0004 Fire Suppression NOTE: THIS SOLICITATION HAS BEEN AMENDED. PLEASE SEE ATTACHMENTS. Synopsis This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation W91CRB-18-T-0004 is attached to this notice. The solicitation document includes provisions and clauses applicable to this requirement. This solicitation is being submitted as a 100% small-business set-aside under NAICS code 811310 for size standard $7.5M. Aberdeen Test Center's (ATC's) Survivability/Lethality Directorate, in support of the WarFighter, has a continuing need for Inspection, Preventative Maintenance, Repair and Modification (IPMR&M) of existing Outdoor Fire Suppression Systems. The Fire Suppression Systems are used to suppress outdoors fires on ATC's Live Fire ranges for the protection of test assets undergoing ballistic testing. The Fire Suppression Systems are comprised primarily of Water and Aqueous Film Forming Foam (AFFF) delivery systems, and Bulk, Low Pressure Carbon Dioxide (CO2) extinguishing systems. Ancillary systems such as pump houses, and local and remote controls ‐ with corresponding electronic subsystems ‐ are included. The Fire Suppression Systems and related equipment are located at seven (7) test sites at the U.S. Army Aberdeen Proving Ground (APG), MD. The test sites are called: "AA5 500‐meters", "AA5 1000‐meters", "AA5 Pumphouse", "PI‐Minefield", "PI‐12", "PI‐Pumphouse", and "BTD". All deliverables will be at these locations on APG. The anticipated period of performance for this contract 18 December 2017 - 17 December 2020. It is anticipated that the resulting contract will also contain provisions for two one-year options. The period of performance for option year one is 18 December 2018 - 17 December 2019 and the period of performance for option year two is 18 December 2019 - 17 December 2020. Other technical and certifications requirements necessary to be considered as acceptable for this solicitation are outlined in the Performance Work Statement (PWS), which is offered in full text within the solicitation. The proposal, subject to FAR 52.212-1, Instruction to Offerors - Commercial Items, shall be submitted with the minimum information suggested in Section L of the solicitation (reference Section L.3.1). All information necessary for the review and evaluation of a proposal must be contained in the proposal volumes set forth in Section L of the attached solicitation. Section M of the RFP sets forth the evaluation criteria and delineates the Factors to be evaluated. The Offeror's proposal shall be evaluated as set forth in Section M of the RFP. Further instructions on submittal procedures, selection and evaluation of proposals can be found in sections L & M of the attached solicitation. As stated in FAR 52.212-1(g), the Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror's initial offer should contain the Offeror's best terms from a price and technical standpoint. Other related clauses to this commercial acquisition, such as FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, FAR 52.212-5 are incorporated by full text in the solicitation document (SF 1449). Clauses incorporated by reference are also disclosed and should be considered in the offerors' proposal. Offers are due no later than 10:00am EST on 27 November 2017.
