Description
The Product Manager Petroleum and Water Systems (PdM PAWS) intends to issue a Request for Prototype Proposals (RPP) for the Mobile Tactical Retail Refueling System (MTRRS) program of record under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025-RPP18-4. Ground Vehicle Systems Other Transaction Agreement (GVS OTA) W15QKN-17-9-1025 was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. The MTRRS is required to be a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. The MTRRS will allow for different configurations and transport platforms, including cargo trucks, trailers, and LHS flat-racks. The MTRRS will be ground operational by using Material Handling Equipment (MHE) to remove the MTRRS from the transport platform. The MTRRS will provide fuel storage, filtration, and unit-level retail capabilities with the ability to refuel ground vehicles, ground equipment, and fuel containers. The intent of the RPP is to evaluate the technical feasibility and military utility of currently available bulk fuel carrier and retail dispensing capable systems. This evaluation will allow the Government to gather sufficient information to make an informed decision on the best design(s) in which to invest further time and funds to meet the Government's requirements. NAMC members will be asked to provide proposals for (1) MTRRS prototype and Field Representative Support (FSR) for sixty days during Government testing based upon current program requirements. It is anticipated the required prototype will be delivered to the Government in March 2019, at which time FSR support will be required to support testing activities. This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of Government intent to release the RPP to the NAMC membership. The RPP will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the request to the NAMC.
