Description
NAICS Code: 238990 -- All Other Specialty Trade Contractors 87210-Fencing and Walls Design-Bid Build of the Perimeter Security Fence, Camp Arifjan, Kuwait. The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. PROJECT SCOPE: Scope of Work: This Statement of Work (SOW) sets forth the requirements which describe the design-bid-build construction effort for construction of a perimeter security fence and gates surrounding 94th Brigade, 15th Brigade and Camp Arifjan, Kuwait. Base Life Support Area is not available. The Contractor is responsible for the sustainment of their workforce, and the contractor shall plan for daily commutes to access worksites. The contractor shall perform a pre-award site investigation with the Kuwait Department of Public Works (DPW) representatives to evaluate the concept, travel routes, site conditions, utilities, and identify any other incidental work to make the requirements fully functional in order to provide the Government with a complete construction and warranty. All work shall be accomplished in place in accordance with (IAW) the contract specifications, drawings, and as directed by the Contracting Officer. Additional requirements is for the determination of dates by the Kuwaitis (MEW, MOI and MOD) for the below actions to occur prior to the contractor mobilizing on-site: 1. Defining an agreement between US-Kuwait armed forces and dates to move existing base earthen-berms out. 2. Development of a construction phasing plan by ASG DPW and selected construction contractor for fence placement. 3. Other fence alignments as identified as options will be specifically identified prior to exercise of those options by ASG-DPW and the Kuwaiti Armed Forces. 4. Include costs for contractor to move earthen-berms out. The anticipated Period of Performance for this phase will be 446 calendar days. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $5,000,000.00 and $10,000,000.00. LOCATION: This project is located at Camp Arifjan, Kuwait PROPOSAL PERIOD: Solicitation is scheduled for release on or about December 22, 2017. Contract award is scheduled on or about February 15, 2018. SET ASIDES and CODES: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. This effort is classified through the North American Industry Classification System Code: 238990 (All Other Specialty Trade Contractors) with a small business size of $15 million. PROPOSAL PROCEDURES: An offeror's technical approach will be evaluated in its entirety to determine the offeror's understanding of the requirements and its capability to execute the requirements of the solicitation. The Government will also evaluate the extent of the offeror's consideration of the inherent challenges that are specific to this project scope and location. In evaluating an offeror's technical approach, the Government will evaluate each segment as follows: Management Approach: The Government will evaluate proposals to determine the completeness and feasibility of an offeror's management approach and its understanding of the overall scope of work and anticipated challenges. The Government will evaluate an offeror's management approach based on the following aspects: a) Kuwait Business License: The Government will evaluate the extent of an offeror's understanding of the process, procedures, and requirements to obtain a business license to work in the Kuwait. b) Base Access: The Government will evaluate the extent of an offeror's understanding of the security requirements at Camp Arifjan. The Government will evaluate an offeror's plan to control access to the work site and for obtaining base access for completeness, reasonableness, and feasibility of the plan. c) Organization: The Government will evaluate an offeror's plan to manage the project. The Government will assess an offeror's proposed project organization for well-defined roles, responsibilities, and authority delegated to its team. The Government will evaluate an offeror's organizational chart and narrative to determine the effectiveness of the relationships and work flow between the offeror's home office, field office, major subcontractor (s), QC personnel, safety personnel, USACE, and any JV partners if applicable. Prior Experience: The Government will evaluate an offeror's prior experience on projects dealing with fence construction and construction challenges to determine how these experiences will enable the offeror to successfully perform the requirements of the solicitation.
