- Announcement: In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is Airborne radio communications equipment manufacturing with a size standard of 12,500 employees. All responses (one per company) are to be provided on company letterhead and limited to a total of 20 typewritten pages. No type font less than 11 point may be used. Background: Unmanned Aircraft Systems (UAS), also known internationally as Remotely Piloted Aircraft Systems (RPAS), are an important new addition to the National Airspace System (NAS). While there are countless ideas for the use of this new technology, there currently is no direct path for certifying these systems for safe operation within the airspace. In the U.S., the RTCA has been developing standards that detail requirements which, when met, will help to validate such equipment for future operations. The RTCA Special Committee 228 (SC-288) has two working groups which are developing these standards. SC-228 WG-1 is focused on Detect and Avoid (DAA) while WG-2 is focused on the Terrestrial Control and Non-Payload Communication (CNPC) Link. Throughout the standards development process, much testing and analysis must occur in order to validate the proposed requirements. To this end, in support of SC-228 WG-2, the FAA William J. Hughes Technical Center, as a trusted and independent FAA test facility, has been tasked with performing interference testing against a range of L-band radios that are currently used within the NAS for navigation and surveillance. Again, the goal of testing is to quantify the effect, if any, that a CNPC radio link may have upon these radios. The FAA Technical Center began this interference testing in the second half of 2016 with a bench test of an airborne TACAN radio. The TACAN testing was intended to be the first step in testing a range of L-band navigation and surveillance radios, including: Mode S Transponder, TCAS II, Airborne DME, GNSS Receiver, Ground DME, and ATCRBS Transponder. While some of these radios are readily available for testing within the FAA laboratory, others (Mode S, TCAS, Airborne DME, GNSS) need to be sourced from an equipment manufacturer. This effort will continue to test the effects that a CNPC radio link may have upon existing radios. PURPOSE: This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. In order to make this determination, the FAA requires the following information from interested vendors: CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses the following (in order): a.Demonstrate your ability to provide the following systems: Airborne DME. GNSS with L5 GPS capability if L5 capability is available at time of test. Mode-S/ Extended Squitter (ES) transponder. TCAS II v7.1 with ADS-B In receiver equipage class A3. b.Demonstrate your ability to provide the technical expertise necessary to integrate and troubleshoot the above listed radios in a laboratory environment. This work is intended to be performed at the William J Hughes Technical Center. This work is expected to be performed at a Factory Acceptance Test level. c.Demonstrate your ability to provide applicable accessories, materials required to support system integration with laboratory test equipment. d.Demonstrate your ability to collect and record test data to include signal capturing and processing for the above listed radios.
