- This is a Request for Proposal (RFP) for a firm-fixed-price subcontract for the LCLS-II Cryoplant Equipment Installation Project, located at SLAC National Accelerator Laboratory, 2575 Sand Hill Road, Menlo Park, CA, in San Mateo County, California 94025. SLAC National Accelerator Laboratory (SLAC) is seeking a qualified and experienced Subcontractor to collaborate with SLAC on the Linac Coherent Light Source II (LCLS-II) project for the installation of all Cryoplant equipment, electrical, structural and piping. The scope includes providing temporary facilities and areas for staging of material and equipment, containers, including Subcontractor's trailers and parking. The Statement of Work is organized to provide general information as follows: •· -Project Location and Site Considerations •· -Scope of Work and General Approach •· -Deferred Submittals •· -Equipment Installation Sequence guidance •· -Existing Conditions and equipment •· -Final End State •· -Work not included •· -Overview of Safety Considerations and Requirements •· -Services and Materials provided by SLAC The scope of work includes installation of Government Furnish Property (GFP) for a helium cryogenics system comprised of two Cryo-plants (C1 and C2). Jefferson Laboratory (JLAB) is a partner Laboratory and is collaborating with SLAC for the design and installation of the Cryogenics Systems. JLAB is the Engineer of Record for the Cryogenics design of the helium refrigeration systems (HRS) and has procured all the major equipment to be provided to the Subcontractor for installation. RFP Doc Sec J (List of Attachments) - Attach 07 provides a detail list of all the equipment, piping and materials procured by SLAC and to be provided as Government Furnish Property (GFP) to the installation subcontractor. It is the Subcontractor's responsibility to provide the necessary Cryoplant Equipment Installation services, materials, equipment and tools to meet the requirements of this statement of work. The subcontractor will have full access and control of the work area inside the Cryoplant building B905 and construction site as outlined in the site logistics drawing. SLAC will provide temporary electrical power sources as points of connection along the Klystron Gallery and inside the CryoPlant building for the Cryoplant Equipment Installation. The Subcontractor is responsible for providing any necessary power skids, temporary wiring, task lighting and equipment connections. Subcontractor shall develop their own equipment installation plan for this project and detailed resource loaded schedule to comply with the performance period of the Request For Proposal (RFP), including staging and installation of temporary trailer (s), temporary facilities, temporary power, mobilization and demobilization, and welding, testing and all work plans, taking into consideration the guidance discussed in the statement of work and the documents provided in the Request for Proposal. The anticipated performance period is from February 2018 through October 2019. The resulting contract type will be Firm-Fixed-Price with an Award Fee. As a guidance to the prospective Offerors, the Project Cost Magnitude is $10Mil - $20Mil. This is a design-bid-build project and the University will be using a best-value trade-off source selection method in accordance with SLAC Policies, Procedures, and General Terms and Conditions for Fixed-Price Construction Subcontracts. All technical and contractual requirements that need to be met by the successful Offeror, are set forth in detail in the solicitation documents included with the Request for Proposal No: 279439 dated October 13, 2017. Offeror's inquiries, questions, assumptions and clarifications concerning RFP No: 279439 need to be submitted to the Procurement Specialist by Friday, December 15, 2017 at 02:00pm PST. The Procurement Specialist is the only point of contact during the proposal period, in regards to this solicitation. Any communication with other SLAC or JLAB personnel is grounds for disqualification. SLAC has gone through a mechanical contractor pre-qualification process, and have determined that the following identified mechanical contractors are pre-qualified to participate in the construction phase. This recommendation is only a suggestion and it is at your companies' discretion to partner with one or more of the suggested mechanical contractors or any other mechanical contractors of your choice. If you team up with subcontractor(s) not on this list below, you should use the same questionnaire SLAC used to pre-qualify the mechanical contractors (Ref: Section J - Attachment 10 ).
