- RFP Sources Price Matrix Combined Synopsis Combined Synopsis and Solicitation Notice Information This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number CNSHQ18R0001 is hereby issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular {2005-95, effective 19 Jan 2017}. The associated NAICS code is 561611 and this procurement: Is not being set-aside for small businesses. CNCS intends to award a single firm fixed price Blanket Purchase Agreement (BPA) using the best value (trade-off) methodology. The Corporation for National and Community Service (CNCS) request responses from qualified sources capable of obtaining and adjudicating state criminal history record information (CHRI) and nationwide sex offender registry records for individuals who identified by grant recipients and sub-recipients as working or serving in covered positions. Questions are due no later than 2:00pm (EST) Monday, December 4, 2017. Proposals are due no later than noon (EST) on December 28, 2017. Questions should be emailed to lcarter@cns.gov and proposals must be submitted via overnight carrier or hand delivered (see Instructions to Offerors for details). Offers will be evaluated using the Best Value (trade-off) methodology in accordance with FAR 15 and FAR 13. The proposal will be made to the vendor whose proposal is the most advantageous to the Government. Period of Performance: It is anticipated that the period of performance will begin January 31, 2018. This Blanket Purchase Agreement will have a one-year base year with an option for up to four additional one-year optional years, (for a maximum of five years). The exercise of option years will be based on several factors, including but not limited to contractor performance and the Corporation's need for the completion of these tasks in the option years.
