Description
Request for Information for Veterans Health Administration Office of Veterans Access to Care Veterans Point of Service (VPS) Server Refresh November 15, 2017 36C10B18Q2654 THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Overview: The Office of Veterans Access to Care requires the purchase, provisioning, and installation of 320 servers to replace the existing VPS servers throughout VA. VA requires the Contractor to perform server upgrade analysis that will recommend to VA a suitable replacement. The new replacement servers must have VetLink software installed, which interfaces with existing kiosks, and have the capability to integrate with VA s current electronic healthcare record (EHR) and future EHR. The new VPS replacement servers must be robust and have specifications that are optimally suited to run the current VetLink software and potential for future software changes. The requirements are further detailed in the attached draft PWS provided. Additionally, the Contractor shall properly perform server provisioning and installation tasks to include server backup and restoration, deployment scripts for restoring databases and application settings, database configuration and partitioning of drives specific to VA system requirements, implementation of security parameters and backup routines, deployment of the VetLink software application and server operating system, conduct DevOps engineering validation testing, perform equipment packaging, shipment of servers to each site, and perform validation in prep for go-live. Information Requested: Company Information/Socio-Economic Status: Provide your company size and point of contact information (name, email, phone number); Provide supply schedule contract number, if applicable, or state if open market; Indicate whether your company, subcontractors, teaming partners, etc. have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small business (VOSB), Women-Owned Small Business (WOSB), Disadvantaged Small business, and/or Hub Zone. If SDVOSB or VOSB, is your company and/or partners registered in the Veterans Information Pages repository (https://www.vip.vetbiz.gov/)? Capabilities/Qualifications: Include a description of the capabilities/qualification/skills your company possesses for each of the below statements: Assessment of capabilities to perform requirements in the draft Performance Work Statement (PWS); Assessment of the types of changes required to accomplish the tasks. Approach to be utilized to develop necessary changes to the systems to meet requirements; Draft delivery/provisioning schedule to complete necessary changes. Teaming Arrangements: Description of teaming arrangements that your company would consider to perform work. Additional Questions: In addition, please answer the following list of questions: What additional information, technical or otherwise, would you need to know in order to propose? Are there any aspects of our requirement that are unclear or appear to be missing? VA intends to continue to use VetLink application on this server, as it interfaces with the kiosks throughout the VA. Are you able to conduct server upgrade analysis, procure servers, perform provisioning, configuration and install the VetLink application without a teaming arrangement? Please provide any feedback on the draft PWS, to include a Rough Order of Magnitude (ROM). Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 10-pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) Mark your response as Proprietary Information if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 10-page limit. The Government will not review generic marketing materials that do not address the information contained herein or the attached PWS. Responses are requested no later than 2:00 PM EST, November 22, 2017 via email to Keiahna.Brewer@va.gov.
