- Sources Sought/Request for Information US Army Corps of Engineers, Vicksburg District (MVK) National Cemetery Association (NCA) Natchez National Cemetery (NNC) Natchez, MS Cemetery North & West Bluff Slope Stabilization This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The Government will not pay for any information provided as a result of this market survey. The purpose of this request for information is to gage industry interest, capabilities and qualifications of firms interested in submitting proposals for participation in the competition to award a contract to stabilize the north & west bluff at the Natchez National Cemetery, Natchez MS. The NNC is located on a bluff overlooking the Mississippi River and is approximately 550 linear feet. The site's topography influenced its unique layout of irregular shaped burial sections, terraced hillsides, and gravel and grass pathways. The last burial expansion and cemetery improvements project in 2006 included a retaining wall at the top of the west bluff on the south west corner of the site near the committal service shelter. The bluff has continued to erode along the north and west side of the site. An A/E engineering contract has been awarded to develop a stabilization plan and the construction design for addressing slope stabilization of the north and west bluffs of the cemetery. The U.S. Army Corps of Engineers, Vicksburg District (MVK) is planning for the solicitation & award of FFP contract to a highly qualified source, capable of performing north & west bluff stabilization at Natchez National Cemetery. The Contractor awarded a contract, would be required to furnish all plant, labor, materials, and equipment necessary for performing cemetery north and west bank stabilization to the Natchez National Cemetery, location Natchez MS. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought notice. The Government is requesting interested contractors to furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address. (2) Type of Business (small business, small disadvantaged business, etc.) (3) State your firm's bonding capacity as of the date of your response. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Submission of information should be limited to not more than five (5) pages. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this requirement is $36.5 million. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
