Engine Contract Statement of Objectives Aircraft Integration Contract Statement of Objectives Instructions on Requesting Draft SRD for Industry Day Appendix A Questions for Response by 10 January 2018 B-52 Re-Engine Industry Day Air Force Life Cycle Management Center (AFLCMC) B-1 & B-52 Bomber Division (WWD), Tinker Air Force Base, is hosting an Industry Day as a means of conducting market research. This will be an unclassified event held on 12-13 December 2017 at Barksdale AFB, LA. The results of this market research will contribute to the acquisition strategy development and determining the method of procurement. The purpose of this event is to seek additional information from aircraft integration contractors and engine manufacturers regarding the modification of the B-52H aircraft fleet by replacing the current TF33-PW-103 engines with commercial engines. This event will include an unclassified introduction/overview presentation followed by individual sessions. It will be held at a location to be determined on Barksdale AFB. The event will also include time to view the B-52H. Event agenda (daily start / end times are 8:00 am / 4:00 pm): Day 1 - AM: Government Presentation Day 1 - AM/PM: B-52H Aircraft Access Day 2 - AM/PM: One-on-One Sessions The Government solicits industry feedback on three alternative courses of action (COAs) for implementing its proposed acquisition strategy. COA 1: The Government would contract with the aircraft integration contractor to accomplish the aircraft integration design. In parallel, th e Government would conduct a two-step source selection to choose an engine vendor. In step one, the Government would identify qualified engine vendors and require them to work with the aircraft integration contractor to develop their engine integration approach. In step two, the engine vendors would use this information to finalize proposals. Based on these proposals the Government would select a single engine vendor. COA 2: The Government would contract with the aircraft integration contractor to accomplish the aircraft integration design and to select an engine vendor. COA 3: The Government would contract with the aircraft integration contractor to accomplish the aircraft integration design. In parallel, th e Government would conduct a one-step source selection to choose an engine vendor. The Government currently prefers COA 1. The attached SOOs align with COA 1. The Industry Day presentation will provide more details on each of these COAs. A draft Systems Requirements Document (SRD) is available on request from the contracting officer. To obtain a copy, submit a copy of DD Form 2345 (Militarily Critical Technical Data Agreement) to the contracting officer. If additional technical data is required, please identify the specific data requested. The Government will make arrangements to provide any releasable data to appropriately registered respondents at the time of the Industry Day. Information regarding the DD Form 2345 and certification for contractors who wish to obtain access to unclassified technical data is available at http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP/DD2345Instructions.aspx To secure your ability to attend this event, submit a request to attend to the Contracting Officer, Shelly Looke, at shelly.looke.1@us.af.mil or the Contract Specialist, Carrie Brown, at carrie.brown.8@us.af.mil NLT 4:00 pm Central Standard Time on 5 December 2017 by email only; no phone calls please. Due to facility constraints and time limitations, the site visit will be limited to no more than six (6) attendees from each prime contractor (prime employees or subcontract employees). Indicate whether an individual session is requested. Y/N Anyone requiring a visitors pass for access to Barksdale AFB should meet at the West Gate (off of Barksdale Blvd) between 0700 and 0715 to be signed in by a Government representative. THIS IS AN INDUSTRY DAY ONLY. This event does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This event does not commit the U.S. Government to contract for any supply or service. Furthermore, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this event does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this requirement. Questions submitted in response to the industry day will be collected and answers posted to FedBizOpps. A copy of the presentation and attendee list will also be posted. Responders are advised that the U.S. Government will not pay for any costs incurred in response to this event; all costs associated with responding to this event will be solely at the interested party's expense. Interested parties may respond to Industry Day event with a white paper or slide presentation by 10 January 2018. Responses should address the questions in Appendix A and questions presented by the Government during the program overview. White papers and/or slide presentation in Microsoft Office 2013-compatible format can be submitted via email or mail. If mailed, please include 1 (one) complete, hard-copy of the response, along with one soft copy on CD or DVD.
