Description
Performance Work Statement (PWS) The Defense Human Resource Activity (DHRA) is seeking a company with nation-wide capabilities to administer a National Pharmacy Benefits Management Program (PBM). The company DHRA seeks is expected to possess specialized experience in Federal workers' compensation to administer the program. The Office of Workers' Compensation Programs, U.S. Department of Labor (OWCP) will review the final contract and any related marketing material so that the program is carried out in accordance with the statutory and regulatory rights of injured workers and in keeping with the Federal Employees' Compensation Act (FECA) statute, regulations, and procedures. All FECA entitlement and eligibility decisions are made by OWCP, who has the sole authority to make such decisions. Additionally, all records, including medical reports about employees and other factual information and documentation, created or accessed under any Pharmacy Benefit Program are subject to the Privacy Act of 1974 and the DOL/GOVT-1 System of Records. This is not a solicitation announcement. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received or for any costs incurred in response to this Request for Information. The awarded contract will be a "no cost" contract. The successful organization will be compensated through program administration revenues. For this procurement of service one solicitation with a single award is planned. Contractors who believe that they possess the necessary qualifications and capabilities to perform the tasks detailed in Draft PWS Attachment 1, and who would be interested in competing for such a contract, should take the time to respond to the following Questions. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. The Government requests that all responses be returned by 5:00 Pm EST on 4 December 2017. A. Cover Sheet - 1 page 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Type of small business. (include Subcategories) 4. If applicable, GSA contract number, schedule, and SIN category. B. Capabilities Statement and Market Information - no more than 10 pages Please respond to the following questions by providing a capabilities statement and market information, and identify if you are interested in being a prime contractor or a subcontractor: 1. Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements in the Attached Draft PWS. 2. Please describe your ability to provide national access to large pharmacy chains and a majority of other pharmacies with a minimum of 60,000 network pharmacies to meet the Department of Defense's requirements. 3. Please provide a short description of your ability to safeguard Health Insurance Portability and Accountability Act (HIPPA) (Personally Identifiable Information-PII) data? 4. Are there recommendations for changes to the content and scope of the draft Performance Work Statement? If so, please provide a description of them and explain their relevance. Response is limited to 3 pages. 5. Are there best practices or lessons learned gained through your experiences that you deem are important and applicable to the planned DHRA National Pharmacy Benefits Management Program? If so, please provide a description of them and explain their relevance. Response is limited to 3 pages. C. BACKGROUND/PAST EXPERIENCE: Provide the following information on up to three three (3) Support Services projects of similar scope and scale performed within the last three (3) years for which the responder was a prime or Sub-Contractor. a. The name, address, and value of each project; b. The Prime Contract Type, Firm Fixed-Price, Cost Reimbursement or Time and Material; c. The name, telephone and address of the owner of each project; d. A description of each project, including difficulties and successes; and e. Your company's role and services provided for each project.
