SOURCES SOUGHT NOTICE FOR Kingsville Airfield Lighting Repair project, NAVAL AIR STATION KINGSVILLE, TX Notice Type: Sources Sought Source Sought No: N69450-18-R-0802 Solicitation No: TBD Date: November 16, 2017 Response Date: December 19, 2017 Classification Code: Z “ Maintenance, Repair or Alteration to Real Property NAICS Code: 237310 “Highway, Street and Bridge Construction This is NOT a solicitation announcement and there are no plans/specifications/drawings or bid package available for this project. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within NAVFAC Southeast to facilitate the decision making process. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. NAVFAC Southeast is looking for responses from interested Prime Contractors. We are not seeking responses from firms interested in subcontracting opportunities. This is a survey of the market of potential U.S. Small Business Administration (SBA) certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and Small Businesses (SB). Based upon this survey a decision will be made whether to issue the proposed solicitation for the types of firms indicated above or to issue as full and open competition (unrestricted). This notice DOES NOT constitute a Request for Proposal/Solicitation, Request for Quote, or Invitation for Bid and there ARE NO plans or specifications for this notice. The intent of this notice is to identify potential offerors. It is not to be construed as a commitment of the Government for any purposes other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. If a solicitation is issued the solicitation number WILL NOT be the number same as the source sought notice number. It is the potential offerors responsible to check the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil) and the Federal Business Opportunities website. NAVFAC Southeast is seeking qualified businesses with current relevant experience to perform the following as described below: Project Description: The Project includes, but not limited to, the following electrical infrastructure repairs (each item is described in full detail in the attached study titled - Airfield Electrical Infrastructure Assessment, dated April 2015.): 1)Repair/Replace the North (Main) Airfield Lighting Vault: The Main Vault houses the majority of the airfield lighting Constant Current Regulators (CCRs) which power the airfield lighting. The building is significantly deteriorated, has exposed high voltage wiring, does not meet electrical safety codes and industry standards, and lacks most safety and energy saving features available. High voltage electrical distribution and switchgear is within the generator room that is not separated from other spaces by firewalls. The obsolete airfield lighting vault building can be repaired by replacement with a new building adjacent to its current location. The project includes the replacement of the building with an approximately 3,000 SF masonry structure in accordance with UFC 3-535-01, replacement CCRs, transformers, and emergency generator. CCR and airfield circuit configuration will be installed according to an Airfield Re-cabling Plan to utilize the North Vault to power circuits associated with Runway 13L- 31R and 13R-31L and for the South Vault to power the Runway 17L-35R and 17R-35L operating areas. The project includes separation of circuits and replacement of homeruns to the airfield to connect to existing circuits. Items include, but not limited to: demolition of existing cable vault bldg., electrical demolition, conduits, junction structures, ALCS, stand by generator, lighting, CCR ™s and Misc. Grading, drainage and site work. Only minimal pavement repairs to repair airfield lighting. No major pavement repairs will be accomplished. 2)Repair RW 35L Carrier Deck Lights: Carrier deck lighting power and controls will be repaired and modified to provide control at the ATCT and homerun cables to the South Vault in accordance with a Master Re-cabling and Vault Repair Plan. Items include, but not limited to: Misc. demolition, Junction structures, (ALCS), Runway threshold lights, Runway edge lights, taxiway edge lights, taxiway carrier deck lights, carrier deck edge, carrier deck athwart ship lights and carrier deck centerline lights, conduit, trench, installation of junction box/conduit to connect PAPI system at a later date. Only minimal pavement repairs to repair airfield lighting. No major pavement repairs will be accomplished. 3)Repair RW 17L Carrier Deck Lights: The in-pavement simulated carrier deck lighting infrastructure is significantly deteriorated and in need of repair by replacement. The fixtures are deteriorated and the wiring is exposed between the lights in shallow saw-kerfs subject to intense wear from carrier deck landings. Carrier deck lighting power and controls will also be repaired and modified to provide control at the ATCT and homerun cables to the South Vault in accordance with a Master Re-cabling and Vault Repair Plan. Items include, but not limited to: Misc. demolition, Junction structures, (ALCS), Runway threshold lights, Runway edge lights, taxiway edge lights, taxiway carrier deck lights, carrier deck edge, carrier deck athwart ship lights and carrier deck centerline lights, conduit, trench, installation of junction box/conduit to connect PAPI system at a later date. Only minimal pavement repairs to repair airfield lighting. No major pavement repairs will be accomplished. 4)Repair/Replace the South Airfield Lighting Vault The existing South (Approach) Airfield Lighting Vault, Building #3735, is constructed of masonry block and generally suitable to meet the airfield needs to house Constant Current Regulators (CCR ™s) for the runway and taxiways. However, the building condition is deteriorated and in need of repair and renovations to provide adequate ventilation, HVAC, and air filtration to sustain modern airfield lighting equipment and controls. The building interior and exterior requires repairs and renovation to withstand the elements, remove corrosion, and insulate the building to reduce energy use and provide a dust free environment for the electrical equipment. The South Vault is proposed to be equipped to provide CCRs for the Runway 17L-35R and 17R-35L operating areas and Runway 35R Approach Lights in accordance with a Master Re-cabling Plan. The separation of the North and South airfield circuits is necessary to reduce potential for single point of failure of mission critical airfield facilities. The South Vault will also house transformer equipment to power the South Airfield OLS equipment and Emergency Generator. Items include, but not limited to: demolition of existing cable vault bldg., electrical demolition, conduits, junction structures, ALCS, stand by generator, lighting, CCR ™s and Misc. Grading, drainage and site work. Only minimal pavement repairs to repair airfield lighting. No major pavement repairs will be accomplished. 5)Repair RW 13L Carrier Deck Lights The in-pavement simulated carrier deck lighting infrastructure is significantly deteriorated and in need of repair by replacement. No major pavement repairs will be accomplished. 6)Repair/Replace North LSO-OLS Power and Remove Airfield Obstructions The underground electrical infrastructure, including cable, conduits, and junction boxes are significantly deteriorated and hazardous for maintenance personnel. Below ground vaults at the OLS-LSO sites have abandoned underground transformers and switches. The structures and tops are deteriorated. The OLS-LSO utility structures are airfield shoulder obstructions and operational hazards. The project involves replacement of the transformer at the North Vault and replacement of the underground wiring and conduits in separate conduits and junctions from the airfield lighting system. Electrical power is proposed to be three phase 4,160v or 2,400v single phase power for airfield dedicated lighting and NAVAIDs. The electrical supply transformer will be connected to the backup generator at the North Vault. Wiring will be extended to the Weather Station to allow the removal and demolition of abandoned ASR Building and generator that feed power to the Weather Station. Items: Demolition LSO-OLS Sites, secondary electrical rack, conduit, encased duct, junction structure, pads, pad mount transformers, disconnect rack, receptacles and disconnect. 7)Repair/Replace South LSO-OLS Power and Remove Airfield Obstructions The underground electrical infrastructure, including cable, conduits, and junction boxes are significantly deteriorated and hazardous for maintenance personnel. Below ground vaults at the OLS-LSO sites have abandoned underground transformers and switches. The structures and tops are deteriorated. The OLS-LSO utility structures are airfield shoulder obstructions and operational hazards. The project involves replacement of the transformer at the North Vault and replacement of the underground wiring and conduits in separate conduits and junctions from the airfield lighting system. Electrical power is proposed to be three phase 4,160v or 2,400v single phase power for airfield dedicated lighting and NAVAIDs. The electrical supply transformer will be connected to the backup generator at the South Vault. To provide addition backup and a ˜loop ™ feed for the airfield equipment a connection can be installed between the Runway 31 equipment and the Weather Station with appropriate switches to allow the equipment to be fed from either vault. Items: Demolition LSO-OLS Sites, secondary electrical rack, conduit, encased duct, junction structure, pads, pad mount transformers, disconnect rack, receptacles and disconnect. 8)Repair Runway 17L-35R and 17R-35L Edge Lights The existing runway and taxiway lights and the underground duct, junction structures and cables are in a deteriorated condition and do not meet airfield design and electrical safety and energy standards. The LED fixtures are more energy efficient and will provide a lower maintenance/life cycle cost. The proposed duct bank size and locations will be designed for future expansion and utilization as required by NAVAIR and UFC standards. The existing airfield signage does not meet minimum requirements and is an operational hazard. The airfield signage will be installed per the latest Airfield Signage Concept Plan as it applies to the project area. This project includes the replacement of the existing high intensity runway edge lights (HIRLs) and medium intensity taxiway lights (MITLs) within the project area to current DoD (Navy) design standards. A new LED type fixture will be installed at each edge light location. The threshold lights will be replaced with a combination of ten (10) LED bi-direction inboard lights and nine (9) incandescent uni-directional outboard lights at each runway end. (500 watt type FAA-E-982 outboard light fixtures are not available in a LED type fixture at this time). Items: Demolition LED edge lights fixture, runway threshold light fixtures, runway threshold outboard fixtures, MITL light fixtures, base cans, conduit and trenching, junctions structures, LED REIL systems, signage and vault and regulator modifications. 9)Repair Runway 13L-31R and 13R-31L Edge Lights The existing runway and taxiway lights and the underground duct, junction structures and cables are in a deteriorated condition and do not meet airfield design and electrical safety and energy standards. The existing taxiway lights do not meet airfield design, electrical safety, or energy standards. This project is necessary to replace the taxiway lights and signage with a new reliable, energy efficient system and to accommodate improvements to the taxiway fillets to meet design standards and enhance safety and capacity. These taxiway areas also contain abandoned Taxiway Centerline fixtures which are abandoned and no longer required. The deteriorating fixtures are sources of FOD and require removal to minimize the potential for significant aircraft damage or mishap. Items: replacing the existing taxiway lighting, signage, fixture bases, underground conduits, and cables which have deteriorated over time. It also includes the replacement of the existing hand hole system with a pull can plaza junction system which maintains complete circuit separation and improves electrical safety. This project proposes to use new conduits installed on the previous runway repair projects to replace homerun circuits. Only minimal pavement repairs to repair airfield lighting. No major pavement repairs will be accomplished. Any roadway/paving work that is required for this project. NAICS Code: 237310 “Highway, Street and Bridge Construction with the annual size standard of $36.5 million. Project Magnitude is $25 Million to $40 Million. Road, street and highway paving and parking lots will not be considered as relative projects. Include a brief description, with sufficient detail, to determine whether this project is of a similar size and scope to the project description in this announcement; and, how the contract referenced relates to the project description herein. g.Project is Design-Bid-Build. Capability Statements consisting of appropriate documentation, literature, brochures will be accepted providing it contains ALL the information required above (items 1-5).
