- CWD is seeking interested sources capable of performing analysis of chemical security infrastructure, plans, procedures and policies; assisting with the development of Standard Operating Procedures (SOP); conducting training on security systems and capabilities; identifying security gaps; and implementing security enhancements in the Middle East North Africa region. Synopsis: This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, or quotations. This notice is for market research purposes only, and in no way obligates the United States Government to issue a solicitation or otherwise make an award. The Government is seeking eligible performers who are qualified to conduct and accomplish the general objectives/potential requirements specified in this RFI. Background: The Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction, Chemical Weapons Destruction (CWD) program seeks to prioritize and expand efforts to prevent non-state actors from potentially acquiring and using chemicals of concern as Weapons of Mass Destruction in the Middle East and North Africa (MENA). To achieve this mission, CWD is seeking interested sources capable of performing analysis of chemical security infrastructure, plans, procedures and policies; assisting with the development of Standard Operating Procedures (SOP); conducting training on security systems and capabilities; identifying security gaps; and implementing security enhancements in the MENA region. Countries of interest are: Algeria, Iraq, Jordan, Lebanon, Morocco, Tunisia, and Turkey. General Objectives/Potential Requirements: The following is a sample of what the respondent may be asked to perform: • Identify past and present chemical security initiatives in country, to include organic and externally supported efforts. • Assess chemical landscape in order to better identify who chemical users and producers are and what/where/why vulnerable chemicals exist. • Conduct assessments to identify vulnerability gaps and current security posture, and provide recommendations to enhance partner nations' ability to securely handle (e.g., move, transport, store, dispose) chemicals of concern. • Assist with inventory and follow-on development of a country-wide tracking system for chemicals of concern. • Assist with development and implementation of chemical security strategy and action plans that will address identified vulnerabilities and gaps. • Develop SOPs in the areas of program management, physical security, personnel management, storage, material control and accountability, and transportation security for high risk chemical facilities. • Provide training to security personnel on incident response and reporting. • Conduct chemical security awareness training for all facility employees, regardless of position or duties. • Provide and install security features such as retaining walls, lighting systems, barriers, perimeter fencing, closed circuit television and camera systems, trackable electronic access control, employee/visitor badging, key control, and electronic intrusion detection alarm systems, and train personnel on use and maintenance as appropriate. • Provide sustainment and a sustainment plan for any supplied equipment. • Assist with the development of a site security plan for each facility that stores chemicals of concern. • Conduct training on subjects such as risk assessment, threat prioritization, insider threats, physical security, personnel management, material control and accountability, and transportation security as they relate to chemical security. • Facilitate network building activities to provide scientists/chemists of partner nations the opportunity to work alongside international experts to build professional relationships. • Develop and deliver message of "ethical science." • Assist with the proper handling, transportation, storage and destruction of any discovered chemicals of concern. • Assist with development of protocol for reporting and/or responding to suspicious activity, sabotage, potential security breaches or violations, to include emergency response drills and periodic exercises. • Support the development of national level regulatory frameworks in chemical security. • Provide construction and renovation support for priority facilities and infrastructure. Submission Instructions: You are encouraged to utilize all available resources to identify what CWD engagement(s) could be conducted in the listed MENA countries. Responses should be limited to two (2) 8x11 pages per proposed engagement. More than one engagement per country is allowed. If a suggested engagement is applicable to multiple countries, list the affected countries in lieu of submitting a separate document for each country. This must include a succinct description of the project's goal, activities, and participants and be no more than two (2) paragraphs in length. • Relevant Country(ies): Specify the country that will benefit from this project. If a project will benefit more than one country, specify the estimated percentage of funds applied to each country. A project is considered a "global" or "regional" project if it benefits more than one country (i.e., course content that could be used in any country). • Outcomes/Deliverables: Information regarding what you will implement or develop for this project (e.g., number of webinars, workshops, number of trainees/participants, specific curriculum development, or other materials), and how it reduces WMD threat or improves chemical security capacity. Provide a quantitative and qualitative list of deliverables. • Schedule/Timeline: Timeline for the completion of the overall project, to include major milestones and deliverables. • Budget: Rough order of magnitude cost for the overall project.
